At present,in the creation of an innovative country,colleges and universities and educational institutions are the central force of the rapid development of science and technology in the country and play a very important role.As a major component of Chinese universities,local universities are an important part of Chinese universities and play an important role in promoting local construction.With the country’s emphasis on innovation,local universities have gradually become hot content,and accordingly higher requirements are put forth for the science and technological innovation of local colleges and universities.The distribution of scientific research resources in different regions is uneven,and the economic development and environmental conditions of different regions are different.The low utilization rate of innovation resources and the low efficiency of scientific and technological innovation in local universities are gradually prominent.Therefore,we go to study the scientific and technological innovation of local universities and effectively and reasonably allocate relevant resources to improve its efficiency,which has become an urgent problem to be solved,analyze efficiency and put forward targeted suggestions,improve the efficiency of scientific and technological innovation in local universities,and drive the development and progress of society.First of all,The structure of the framework of factors influencing the efficiency of scientific and technological innovation in regional universities divides the affecting factors into domestic and outdoor aspects of universities,and deeply analyzes the function mechanism and logical relationship of the influencing factors from three levels: innovation subject,innovation platform and innovation environment and to analyze the mechanism of action.Analyzing the influencing factors of scientific and technological innovation efficiency of local colleges and universities.And secondly,the paper should study the current development of local universities from the two parts of input and output,and analyze it,we construct an efficiency measurement model to measure the efficiency value of science and technology innovation of local colleges and universities in China from 2012 to 2021 from two aspects of static and dynamic.The index system is constructed based on two aspects and three views.the index system is constructed to explore and study the impact of talent training,scientific research basis,school-enterprise joint intensity,regional economic development level and international academic status on efficiency.Tobit regression models were used to verify the research hypotheses empirically.The results are as follows: The innovation level of science and technology of local universities depends mainly on the degree of usage of resources by universities in the field of science and technology innovation.The whole trend of change of total factorial productiveness of science and innovation in local institutions of higher education in China is not smoothly rising,and there is an upward and downward fluctuation trend;The Index of technical progress efficiency is the main constraint factor for the improvement of total factor productivity index of scientific and technological innovation in each local university in China,and the scale efficiency and pure technical efficiency have a driving effect on it;in the study of the factors influencing scientific and technological innovation in local universities,the investment in scientific research and the human source investment within the university have no significant influence on the efficiency of scientific and technological innovation in local universities in China;the degree of association between universities and local enterprises have a significant impact on the efficiency of scientific and technological innovation,and the relationship between them first increases and then decreases,showing an inverted "U" shape;As for the innovation environment,it has no significant impact on efficiency;Finally,international academic status has a positive impact on innovation efficiency.
