The primary school student off-campus care is the product of the socialization of family education responsibility and the extension of school education,which work as an educational management model designed to address the disconnect between home-school education and management,primarily to address the conflict between students leaving school and parents unable to care for their children because of work problems.With the increasing demand of primary school students’ parents for off-campus care,the number of off-campus trusteeship has increased sharply,but their service content and management quality have always been the focus of public concerns.Based on this,the study try to look at the problems of primary school students’ off-campus trusteeship from a comprehensive perspective,find out the shortcomings,explore the causes of the problems,combine with the successful experience at home and abroad,explore the ideas and methods of improvement with the combination of successful experiences of the domestic and abroad and provide some references for the effective regulation of primary school students’ off-campus trusteeship.On the basis of literature research,this study adopts the observation method and the interview method to collect information and study the main problems existing in primary school students’ off-campus trusteeship.To this end,the study made an in-depth observation of 3 off-campus trusteeships of different sizes in Yuhua district,Changsha city,interviewed 3trusteeship directors,25 trusteeship teachers,31 students in trusteeship and 30 parents who served by off-campus trusteeship,and observed of the routine of off-campus trusteeship for 2months.The results show that off-campus trusteeship faces many problems such as security risks,lack of professional service and lack of management standard.The reasons for these problems lies in the insufficient attention paid by the government to the off-campus trusteeship,school neglect of after-school education,the limitation of the off-campus trusteeship and the insufficient understanding of the parents.Therefore,local governments,especially communities,should strengthen supervision and management,identify regulatory bodies,establish and improve relevant laws and regulations,establish industry standards and increase financial input.The school actively assists and plays the role of hosting service.The offcampus trusteeship should improve the quality and guarantee from the following five aspects:improving the management concept,improving the service facilities,improving the quality of teachers,enriching the service content,and building the home-school platform.Parents should establish scientific educational conception,take the initiative to assume the responsibility of family education.
