The deepening of the “burden reduction policy” of compulsory education has made the“half past three problem” of primary school more serious.In the past,the market-oriented institutions that can undertake students' after-school care have frequently experienced problems such as substandard qualifications,chaotic fees,and super-teaching,which have made it difficult for primary and secondary school students to manage off-campus and the burden of academic work.In order to promote the intra-school trusteeship of compulsory education and enhance the ability of education services,according to the "Guiding Opinions of Guangdong Provincial Department of Education on Doing a Good Job of After-school Service in Primary and Secondary Schools",Guangzhou City fully implemented intra-school trusteeship in the administrative districts of Tianhe District,Yuexiu District and Panyu District.Various types of schools at all levels have actively explored and achieved remarkable results.However,in the past,the intra-school trusteeship of compulsory education schools experienced spontaneous holding period,forced interruption period and policy remodeling period.In the process of development,the problems left over from history and the problems arising in the new period are highlighted and urgently needed to be resolved.Therefore,it is particularly important to build a scientific implementation strategy of the intra-school trusteeship.The research is based on the implementation strategy of the intra-school trusteeship in Guangzhou primary schools,using questionnaires,interviews,SWOT analysis and other research methods from the basic information of the respondents,trusteeship cognition,trusteeship needs,implementation and improvement measures.In the process,the authors put forward the optimization strategies for the implementation of intra-school trusteeship in Guangzhou primary schools in view of the advantages,disadvantages,opportunities and challenges faced by Guangzhou Elementary School in the implementation of intramural trusteeship.The research shows that:(1)the primary school is in line with social expectations and parents' needs,has a campus environment suitable for basic trusteeship,has a relatively stable and credible teaching team and moderate financial subsidies;but increases the burden of teachers,which makes teachers lack of enthusiasm;There are few professional teachers,and high-quality courses are difficult to provide;the funds for trusteeship are insufficient,and thecost of school management is raised.(2)The orientation of the school's trusteeship policy is vague,and there is a “free rider” to increase the difficulty of trusteeship;there is no special legal guarantee,the responsibility of student trusteeship is unclear;there is no internal and external supervision and evaluation system;the test-oriented education concept conflicts with the service goal.Therefore,we draw on the successful experience of trusteeship in primary and secondary schools at home and abroad,and propose the following optimization strategies:(1)taking the concept as the guide and improving the awareness of trusteeship services;(2)enriching the content of trusteeship activities with the curriculum as the core;(3)taking the teachers as the foundation,to build a quality faculty team;(4)to focus on management,improve the trusteeship service mechanism;(5)to ensure the implementation of the intra-school trusteeship.
