| Since the release of the "Overall Plan of Chinese Football Reform and Development",Chinese football has entered the fast lane of development,and the Yancheng Football Development Outline is about to be released.The Yancheng City Football Featured School League and the Social Football League are in full swing,so the requirements for the number and quality of grass-roots referees have increased dramatically.In this paper,the present situation of grass-roots referee training in Yancheng City was investigated and studied by using the methods of literature review,questionnaire survey,expert interview,mathematical statistics,on-the-spot investigation,etc.Starting from the two dimensions of referee training and management,find out the limitations of the existing training model and management mechanism,refer to some advanced training models and management concepts at home and abroad,and draw the following conclusions and suggestions:The number of grass-roots referees in Yancheng is small,which can not meet the needs of grass-roots competitions.Moreover,the ratio of male and female referees is unbalanced and the age structure is too large,but the overall cultural quality of referees is high.The Yancheng Football Association training system is the main output force for the training of grassroots referees.The referee training classes held by it are authoritative and the training and evaluation system is relatively complete.However,the frequency of training is not enough to meet the training and growth needs of grassroots referees.The proportion of college student football referees in the grassroots referee team in Yancheng is far less than that of other provinces and cities with better football development.The existing management model of grassroots referees needs to be optimized.The selection is one-sided and the incentive form is single.The Football Association lacks supervision and evaluation of referees,and has no clear promotion conditions.The following solutions are put forward.Play the leading role of the Yancheng Football Association in the training of referees at the grassroots level,and at the same time serve the promotion of referees,and train referees with rich experience and high theoretical level into referee training lecturers.Therefore,the team of lecturers has been strengthened,the ability to hold training courses has been improved,and continuing education training courses for referees have been held to improve the quality of grassroots referees.Strengthen the cooperation with the education department system and hold lectures on popularizing referee rules.Encourage non-physical teachers and college students to actively participate in lectures to improve their theoretical level,and use campus competitions for practice.Train those who perform well at a higher level.Evaluate the referees according to the competency of grass-roots referees,and use big data to set up referee files.The selection mode of "regional grouping and in-group guidance" is adopted for the referees with culturability.Appropriately Improve the remuneration level of referees appropriately,select excellent referees,set up models,and use the Internet to do a good job of publicity work to improve referees’ enthusiasm and social status. |
