| With the acceleration of China’s aging population,in order to alleviate the phenomenon of separation of family support and care under the impact of large population flow and intergenerational separation of living,and to protect the legitimate rights and interests of the elderly for home-based pension,various provincial and municipal governments have successively introduced and implemented policies related to “care leave for only child” since 2016.The policy aims to provide convenience for child to care parents by “care leave”.The “care leave for only child” policy is a product of the times,but its implementation effect in reality is not satisfactory.The paper starts from the nature of the policy itself—fuzziness and conflict,and analyzes the policy implementation mode based on the “fuzzy-conflict” model.Based on the policy implementation,it finds that there are many practical dilemmas in policy implementation,including policy awareness dilemma,policy implementation dilemma and Policy regulatory dilemma.Focusing on the dominant elements of policy implementation,the reason for the dilemma lies in the lack of dominant elements—policy implementation resources,the enthusiasm of policy participants and the role of social forces.Starting from the "fuzzy-conflict" model,the key to get rid of the dilemma of "one-child care leave" policy is the dominant factor.Based on the dominant factors,the paper analyzes the theoretical path to break through the dilemmas in policy implementation,and expounds the practical solution strategies of the policy dilemma from the near future,the medium term and the long term respectively,combining with the reality and experience.It is expected to provide some ideas and directions for policy adjustment and improvement. |
