| The report of the 19 th National Congress of the Communist Party of China clearly stated: "Our economy has shifted from a stage of high-speed growth to a stage of high-quality development and it is now in a critical period of transforming development mode,optimizing economic structure,and transforming growth momentum.The construction of a modern economic system is an urgent need to cross the barrier.Requirements and the strategic goals of China’s development".The Fifth Plenary Session of the 19 th Central Committee put forward: "We must accelerate the development of a modern industrial system,promote the optimization and upgrading of the economic system,...promote the advancement of the industrial foundation and the modernization of the industrial chain".This shows that under the background of the era when the economy development in China has entered a new era,the development of the new economy has put forward more comprehensive and deeper requirements for the existing industrial structure.The allocation of higher education resources,as a key factor in enhancing human capital,has an important impact on the upgrading of industrial structure.Therefore,exploring the effect of higher education resource allocation on the upgrading of industrial structure is of great significance for effectively optimizing the allocation of higher education resources,promoting the transformation and upgrading of the industrial structure,and achieving sustained and healthy economic development.This article first combs the human capital theory,income consumption theory and industrial structure upgrading theory,discusses the mechanism of the impact of higher education resource allocation on industrial structure upgrading,and then analyzes the current situation of higher education resource allocation in China,and builds an empirical study on this basis.The model explores the effect of higher education resource allocation on the upgrading of industrial structure from the national and sub-regional levels.The research conclusions of this paper are as follows:(1)The allocation of higher education resources can not only directly promote the upgrading of the industrial structure by improving the quality of the labor force,but also indirectly promote the upgrading of the industrial structure by influencing the consumption structure.(2)The impact of higher education resource allocation on the upgrading of industrial structure has regional heterogeneity.The allocation of higher education resources in the east,middle and west can promote the upgrading of industrial structure,while the northeast The allocation of regional higher education resources has a restraining effect on the upgrading of the industrial structure.(3)In addition to the allocation of higher education resources,the level of economic development,the degree of opening to the outside world,and the degree of government intervention are also important factors that promote the upgrading of the industrial structure.Based on the above research conclusions,this article proposes relevant policy recommendations from the national and sub-regional levels. |
