| Since entering the new era,China’s economy has changed from high-speed growth to high-quality development.There is an urgent need to change the development mode,optimize the economic structure and transform the growth power.As an important part of economic structure,the change of industrial structure plays a necessary role in the optimization of economic structure and the development of economic level,which is the necessary path to promote the high-quality economic development.Meanwhile,as one of the important production factors,labor mobility can affect the factor environment and market conditions of industrial development by changing the allocation of labor resources among regions,and then play a role in the upgrading of industrial structure.Therefore,it is of great theoretical and practical significance to explore the impact of cross-regional labor mobility on the upgrading of industrial structure and its internal mechanism.The research idea of "theoretical analysis-empirical analysis-policy suggestion" was followed in this paper,which can be divided into five parts,i.e.,firstly,the concepts of labor mobility and industrial structure upgrading were defined,and the relevant literature on them were also combed and summarized.Secondly,combined with the relevant classical theories,the relationship between cross-regional labor mobility and industrial structure upgrading was analyzed from the theoretical level,and the theoretical assumptions of this paper were put forward.Thirdly,the process of labor mobility in China was combed,and the current situation of labor mobility and industrial structure upgrading were further analyzed.Fourth,based on the panel data of 261prefecture-level cities in Chinese mainland in 2010-2019 years,fixed-effect model and mediating effect model were constructed to carry out empirical tests,and the endogeneity test and robustness test were conducted.Finally,the research conclusions and relevant policy suggestions were put forward in this paper.The results show that: Firstly,on the whole,the cross-regional labor mobility has a significant promoting effect on the upgrading of industrial structure,which can promote the development of industrial structure to a higher level.Secondly,the crossregional labor mobility can promote the upgrading of industrial structure through the effects of consumption demand and human capital accumulation.Additionally,due to the urban economic development basis,factor endowments and policy environment are different,the effects of cross-regional labor mobility on industrial structure upgrading are various in different administrative cities.The role of labor mobility in the central cities is not significant,while there is a significant positive impact in the non-central region.Based on this,there are some policy suggestions about promoting the flow of labor factors,promoting the improvement of regional human capital and the consumption upgrading were put forward in this paper. |
