| The Working Rules on Kindergarten revised in 2016 was adopted as the research basis.Based on the repeated significant problems of kindergartens in health care(for example,hand-foot-mouth disease and scarlet fever infection broke out in Tongzhou in January 2017,food poisoning event happened to Hebei Lingshou Kindergarten in January 2018,254 people suffered from food poisoning in a kindergarten of Dongguan in September 2019,16 young children were infected with Norovirus in a kindergarten of Guangxi in October 2020),by combining the global epidemic of COVID-19,the author conducted a study themed by “Kindergarten Health Care”.On the one hand,the author conducted overall “surface” survey on the specific practices of public kindergartens and private kindergartens in the area of Mudanjiang before and after the epidemic situation from the respects of organizational guarantee,rulemaking,stockpiling of health and epidemic prevention materials,personnel control,key site control,health care education and training,and performance supervision.On the other hand,field investigation was conducted on an individual kindergarten – L Kindergarten,and an in-depth study was made on the health care requirements in the new Rules of the individual kindergarten and the actual practices in health care after the epidemic via field observation method and case study method.According to the survey,the area of Mudanjiang kindergartens has the following problems in the health care work: the organization structure and health care system is imperfect;health care and epidemic prevention materials are understocked;personnel control has defects;the key sites are not properly managed;performance supervision is ineffective.The major reasons include the following: the organizational structure of kindergartens is imperfect;the kindergartens are not fully staffed;capital investment is insufficient;loopholes exist in health care supervision and management.In allusion to the above problems,the author observed and summarized the excellent experience and practices of individual kindergartens,learned from the excellent procedures of individual kindergartens,and proposed corresponding suggestions.For example,a normalized supervision mechanism should be established;a partner assistance mechanism should be built;an online experience sharing group should be set up.In this way,the problems in health care work can be solved,a normalized coping mechanism will be formed,and the health care work can be standardized.Thus,the preschool education management level and quality will be enhanced in the area of Mudanjiang kindergartens. |
