| At present,China’s economy has entered a high-quality development stage.High quality development takes innovation as the first driving force,and takes the construction and completion of modern economic system as the goal.As the carrier of knowledge,technology and experience,talents are the source of innovation.It can be said that the essence of innovation driven is talent driven.High quality development pushes the requirements of human beings to a new height,and the role of talents in regional development is becoming more and more important.Since the implementation of the "western development" strategy,the economic and social development of the western region has made great progress,and the people’s living standards have been continuously and steadily improved.The original backward western region has taken on a new look,and the continuous rise of the western region has become a fact that can not be ignored.However,the unbalanced and inadequate development of the western region is still prominent,and the gap between the western region and the eastern region is still large,which is still the whole country Facing the short board and weak link of building a well-off society and realizing socialist modernization.Speeding up the formation of a new pattern of the western development and promoting the high-quality development of the western region is the focus of the work of the western region in the next step.As China’s economic development enters a new normal and a new round of industrial revolution is approaching,the western region,like the eastern developed region,is also facing the problem of transformation.To solve this problem,talents are the top priority.However,how to introduce,retain and use talents well is an unavoidable proposition.Based on a systematic review of relevant research literature at home and abroad,and according to the requirements of China’s high-quality development background,this paper constructs a talent competitiveness evaluation index system with six dimensions of talent attraction,talent scale,talent training,talent allocation,talent structure and talent benefit,and 21 basic indicators,and collects the relevant numbers of 11 provinces in Western China from 2012 to 2018 According to this,the paper uses the subjective and objective combination weighting method of AHP and entropy weight method to measure the talent competitiveness of the western region.The results show that the level of talent competitiveness in the western region is obviously polarized.The level of talent competitiveness of Shanxi,Sichuan and Chongqing is much higher than that of other western provinces.From all dimensions,Inner Mongolia has the strongest ability to attract talents,while other western provinces need to be improved.The scale of talents is characterized by three-dimensional gradient,and the downward trend of Shanxi is obvious.Talent training is on the decline as a whole,and the key to keep up with GDP growth is the growth rate of education and scientific research.The overall level of talent allocation is insufficient,and the coordination of economic development needs to be enhanced.The level of talent structure has been continuously optimized,and there is still a gap compared with the national average level.The improvement of talent efficiency is not obvious,and Sichuan and Shanxi are in the leading position.In order to further explore the influencing factors of talent competitiveness in the western region,the paper takes the comprehensive index of talent competitiveness as the explanatory variable,selects five indicators as explanatory variables,such as industrial structure level,urbanization level,enterprise R&D investment level,government support level and opening-up level,and constructs panel data regression equation to empirically analyze the impact of talent competitiveness in the western region The results show that the level of urbanization has a significant positive effect on improving the talent competitiveness of the western region,but the level of industrial structure has an inhibitory effect.The level of enterprise R&D investment also has a significant positive effect on improving the talent competitiveness of the western region,but the level of opening to the outside world does not show significant significance.The level of government support has a significant impact on the talent competitiveness of the western region The increase was significantly negative,resulting in inhibition.In order to improve the competitiveness of talents,the western region should focus on promoting the construction of a new type of human centered urbanization to enhance the attraction of talents;promoting the benign interaction between industrial structure and talents to release the potential of talent allocation;speeding up the cultivation of innovative enterprises to stimulate the creativity of talents;strengthening the government service function to promote the utilization of talents. |
