The Western Provinces And Autonomous Regions Based On Enhancing The Competitiveness Of The Development Of Higher Education Research

During the last 20 years in the past century,Region-divided and region-cooperative mode replaced the trade development model progressively in the area of economic development. At same time,macroscopical management system of higher education "two manage,rely mainly on local pool" replaced the system of barrier between different departments progressively. Anymore,at the end of last century,China begins to start the strategy to develop western regions. On the initial stage in new century,China joins WTO formally. Under such a background,regionalization was focus as an important dimension of province higher education development especially in western province.The title of higher education development is not a simple educational problem. It relates to many aspects of expand social sight and based on multi-disciplinary theory achievement. This dissertation is a try in this respect. According to the theory achievements of economics and management and real example material,analysing from industry level,try to find the proper route and vision of the western province development so that province competitiveness could be promoted. Anymore,with the core value of adaptability,from current situation,some suggestions were made on how to develop western higher'education.The first chapter has discussed the general relation between higher education and the regional competitiveness in terms of theory. It's believes that,the regional competitiveness points the international competitiveness of a country or regional economy in the environment of economic globalization mainly. The analysis can start with different level such as the country (or area),the enterprise and the industry,etc. Among them,industry competitiveness has important meaning as a bridge level. Comparative advantage theory of international trade theory,which reflect the economics logic,and competition advantage theory,which reflect style of management,are the two main theoretical foundation of creating and promote the competitiveness. It found that,the scientific and technological level and national quality are important index in the international competitiveness. So,higher education has important structural position in competitiveness and was proved by practice. Thinking from industry aspect,higher education has outstanding behaviours,especially on improve the condition of production factors,and influence the demand state even influence the competition in industry group directly in it.The second Chapter,discussing specifically from proceeding logic of historical materialism,is about the relationship between western higher education and western development. Research thinks,to promote competitiveness of western region is an important part of china development. Proceeding from trend and reality of the western part in economic development,must adhere to the sustainable development view. Setting out from industry road and industrial policy of China,the western province must set up one's own characteristic industry system. After joining WTO,the western industry faces the overall international competition environment. Without the support of science and technology and manpower capital,it's impossible to advance the transition of the style ofeconomic increase and adjustment economic structure all- sidedly,and it's impossible to turn the resource advantage into the market advantage.
