Study On Implesenting Talent's Strategy In Western Region

With the arrival of knowledge-driven economy, capable people play a more and more important role in economic development, the main form of the international competition is the talents competition. Moreover, with economic reforming and global integration quickening, mobility of capable people goes faster and faster.This paper tries to demonstrate that low level of capital investment, serious shortage of talent resource are the basic reasons why the western region of china develop so slowly. So the aim of realizing western regional economy at a continuous and stable speed lies in quickening the steps of implementing talent's strategy continuously. Based on the fact of western region, the paper analyze the important problems and reasons in implementing talents' strategic and research on how to improve.The whole paper consists of six chapters, the details as follows :Chapter one, the introduction. It's mainly about the background, purpose, meaning and research trends.Chapter two, some basic theories about talents, introduced talent's capital theory , talents' conception, connotation and characteristic and relationship between them.Chapter three, the operation form in which the western region implements talent's strategy. The positive analysis on actuality, characteristic and existent problem in it.Chapter four, talent's strategy is the key step to developing western economy, analyzes the inherent relation between talent's capital investment and economic growth. Based on the actual conditions in western region, analyzes the theory of talents capital investment, number and statistic, with Kebob- Douglas1 production function , the model of the relation between manpower capital investment and economic growth is analyzed.Chapter five, Aims at discussing the main means to implement talent's strategy in western regions. Which have made up four ways: first, populace scientific education; second, train and utilize existing talents; third, attract outstanding talents both at home and abroad; fourth, develop non-governmental higher education; in addition, the thesis brings in Americans and Britain's in implementing talent strategy and the talent development mode in Hong Kong, Shan Dong so as to offer some beneficial experiences for talent's strategy implement in the western region of our country.Chapter six, the countermeasure of implementing talent's strategy in an all-round way in the western region gradually, analyses emphatically how to strengthen the capital investment of manpower , realize talent's capital value, adjust talent's resource structure , advance the reform of personnel system , better talent's growth environment and implement talents' development and innovation of market mechanism actively...
