Comprehensive Second-child Care Services In Chinese Cities Problem Research

Since the implementation of the “comprehensive two-child” policy in 2016,the national population has been declining in terms of total births and birth rates.The implementation of the policy has not brought about the explosive growth of the population as we imagined.,The effect is not obvious.The reason why the two-child policy did not trigger the birth boom is mainly concentrated in two aspects: "dare to give birth" and "cannot afford to give birth." This is closely related to this,exposing our country’s shortcomings in childcare.Some parents have concerns about the cost and time of care for their children,which makes the population growth insufficient.At the same time,both the 19 th National Congress of the Communist Party of China and the relevant national documents have put forward relevant requirements for infant and child care services.The issue of childcare for children aged 0-3 has become a national issue.To this end,this article studies the problem of our country’s urban childcare services under the background of a comprehensive secondchild,and combines the main practices of Jinan City to try to find the deep-seated reasons that restrict the normal advancement of childcare services,and put forward countermeasures and suggestions on this basis.The dilemma of childcare services.The article first studies the background and significance of urban childcare services in the context of a comprehensive second-child,and conducts a general analysis of the research status and content of urban childcare services in foreign and domestic areas,and analyzes the research content and methods of the article.to sum up.At the same time,related concepts and theoretical foundations are analyzed.The definition of concepts mainly analyzes childcare services,basic public services,equalization of basic public services,fertility policies,and the construction of a fertility-friendly environment;the theoretical basis is from public goods It summarizes the perspectives of management,child welfare,social equity,etc.;in this section,the history of childcare services in my country is also combed to lay a theoretical foundation for the following.On this basis,this article takes Jinan as the research object,and conducts an in-depth study of the current situation and existing problems of the city’s childcare services,specifically focusing on the rise of Jinan childcare services,service institutions,scale,quantity,and policies.The current situation of the city was summarized,and the first-line investigation was conducted to study the needs of the city’s childcare services and industry conditions.On this basis,from the three dimensions of parents,childcare institutions,and the government,the problems faced by Jinan childcare services are analyzed.In order to better summarize the experience,this article systematically analyzes the domestic and foreign experience in the construction of the 0-3 year-old childcare system.In foreign countries,the United States and Japan are mainly used as examples,and the two cities of Nanjing and Shanghai are taken as examples in China.Related experience and policy differences and commonalities are analyzed.After analyzing the problem of childcare services in Jinan,this article puts forward systematic countermeasures and suggestions for the current implementation of urban childcare services in my country.
