Study On The Problem Of Childcare Service In Guangzhou Under The Background Of Comprehensive Two-child Birth Policy

In order to promote the balanced development of China's population society and actively respond to the grim situation of population aging,the Fifth Plenary Session of the 18 th CPC Central Committee proposed to adjust the current birth policy and comprehensively implement a birth policy for a couple to have two children.With the implementation of the comprehensive two-child birth policy in China,2016 has ushered in the birth peak after 2000.In recent years,the infant and child population has continued to grow,and the pressure on infants and young children facing the family has been overwhelmed and began to seek from child care institutions.Services,the demand for child care services is growing rapidly.However,compared with the actual needs,the development of child care services under the age of 3 is still relatively lagging behind,and has gradually become an important factor affecting people's willingness to bear children.This not only limits the implementation of the “two-child” comprehensive birth policy to a large extent.It has also hindered the improvement of the government's service level and is not conducive to enhancing people's sense of well-being and gain.This paper mainly uses literature research method,questionnaire survey method,comparative analysis method,using the basic theory of public management,combined with the relevant data research and government work in Guangzhou,analyzes the current situation of supply and management of kindergarten child care services in Guangzhou.It raises the problems that the government has in the management of child care services,such as the mismatch between the supply and demand of child care services,the uneven quality of child care services,the difficulty in registering and filing for child care institutions,and the lack of supervision and management of child care services.The lack of standards for child care services,and in-depth analysis of the main problems in the management of child care services: lack of unified planning for development,unclear powers and responsibilities of relevant authorities,inadequate management functions,insufficient financial input and policy support Wait.Through the analysis of some local governments in the United Kingdom,the United States and China,and the excellent government management experience in the development of child care services,the management strategies and suggestions for the development of child care services in Guangzhou are proposed: standardizing the value orientation of child care services;establishing a sound Child care service management system;formulate long-term standardized child care service industry standards;guide,encourage and support multiple entities to participate in the construction of child care institutions.Under the background of current fertility policy and social development,accelerate the development of child care services,establish and improve the service system for children aged 0-3,effectively solve the problem of childcare,and promote the implementation and improvement of the comprehensive two-child birth policy.The upgrading of public service supporting policies and upgrading the government's management level and service capacity have a very important practical significance in building a fertility-friendly city in Guangzhou.
