At present,all countries in the world are in the period of full transformation and rapid development,and the competition among countries is becoming increasingly fierce.It is in this important period that science,technology and innovation have gradually become the core competitiveness of all countries in accelerating economic creation,strategic transformation and sustainable social progress.The development of science and technology and the output of innovation depend on talents,and high-quality human resources have become the focus of competition between countries.As a country with a large population,if China wants to take the lead in scientific and technological innovation in the world,it is more committed to improving the quality of its population,continuously strengthening the drive for talent innovation,and accelerating the construction of a talent system and mechanism with irreplaceable competitiveness in the world.With the proposal of China's strategy of building a strong human resources country,various regions have responded one after another,and all regions have taken actions to build a high-quality talent team in the region,and created a series of talent introduction policies tailored to local conditions to serve talents,so as to meet the growing demand for talents in the region.Aiming at the goal of "making Nanchang bigger,stronger,better and bigger metropolitan area",Nanchang city proposes to strive to attract talents from all over the world to gather in Nanchang,to accelerate the introduction of various types of talents to Nanchang to unleash the innovative energy and potential,and strive to make the talent team construction in Nanchang more rich scale,the personnel structure of various types of more reasonable,the overall quality of human resources more high-quality and high level.On the basis of related research at home and abroad,this study to human capital,talent flow and talent incentive theory as the foundation,using literature analysis,investigation,comparative analysis and other methods,analysis of Nanchang talent introduction situation,summed up the guide to action in the formation of the excellent experience,and analysis the existing external pressure and internal motivation.And in view of the current reality of talent introduction put forward appropriate optimization countermeasures and Suggestions.This study summarized the experience of talent introduction and Suggestions for improving the talent introduction policy of Nanchang city,expanded the influence of new talent policy of Nanchang,accurately guided industrial development,vigorously promoted the support policy of local innovation and entrepreneurship talent cultivation,and improved the service soft environment for the implementation of talent introduction policy,etc.,providing certain decision-making basis for the talent introduction work of local government of Nanchang,and also providing useful experience for other talents introduction work of cities and states in the central region like Nanchang.
