As a branch of education that has developed rapidly in recent years,early childhood education has encountered problems such as "difficulty in entering kindergartens" and "expensiveness in entering kindergartens" during its development.Therefore,early childhood education subsidy policies have become an urgent need for urban and rural families.In recent years,my country has conducted theoretical and practical explorations on the subsidy policies for early childhood education in different ways and in different regions.However,domestic and foreign research on subsidy policies for early childhood education is still in its infancy.Therefore,strengthening the research on the policy of early childhood education subsidy has important fundamental significance for the popularization of early childhood education,the equality of early childhood education and the improvement of national quality.This article takes Dongfang City in Hainan Province as a typical case,and selects kindergartens and families of different natures and regions as empirical research objects.Under the guidance of public goods theory and externality theory,it describes the various issues issued by the state,Hainan Province and Dongfang City in recent years.Based on various support policies that encourage and support the development of early childhood education,the current early childhood education subsidy policy is analyzed from the perspective of the needs of children’s families.The study pointed out that the current demand for preschool education subsidies by preschool families in Dongfang City is manifested in the demand for subsidies for preschool education tuition,the demand for teacher subsidies for the shortage of preschool teachers and lack of professionalism,and the supply of hardware such as kindergarten facilities and curriculum quality.The need for subsidies,etc.Based on this,currently,the existing early childhood education policies in Dongfang City still have problems such as small subsidies,limited subsidy coverage,single subsidy channels,and subsidy standards that are too concentrated in financial support and the use of subsidies and lack of follow-up supervision and feedback mechanisms.Therefore,it should be solved by promoting the legislative guarantee of early childhood education subsidies at all levels,improving the implementation rules of various subsidies,establishing an inclusive and differentiated early childhood education subsidy policy,improving relevant supervision and feedback mechanisms,and increasing social investment. |
