Early childhood development is closely related to human development and is of great value to children's individual,adults and social development.Since the mid-to-late 1960 s,the question of "who cares for children" has arisen in Western countries,and many factors have pushed early childhood care and education services from private to public and family policy from the "responsibility" to "rights orientation".There are big differences in the economic development level of 11 countries in Southeast Asia,but they are faced with social problems such as declining fertility level,family size is reduced,accelerating the pace of aging and increasing the participation rate of female labor market,so that the traditional family model of the child care arrangements is unsustainable.This article is based on early childhood care and education in Southeast Asian countries,trying to comb early childhood policies,analyzing the responsibilities of the state and the family in the development of children and its influence on the national education policy supply system.The paper is divided into six chapters.The study first based on the equality of children's rights and the similar social reality in the early childhood development in China and Southeast Asia,propose questions and related research profiles.Secondly,the paper analyzes the importance of early childhood development,Marxist gender equality and women's emancipation theory,the market failure of economics and children's demand theory and welfare pluralism theory and other theoretical basis.Then,through the methods of literature research and comparative study,to analyze the social background of the Southeast Asian region,the family,the labor market and other aspects of change,exploring the evolution of early childhood care and education,the content and practice characteristics of early policy in Southeast Asia.Finally,based on the similarity between China and Southeast Asian countries in the aspects of social change,early childhood care and education development and policy implementation,by drawing on the experience of welfare countries,put forward the policy advice based on "mixed care" system,to balance the role of the state and the family,and promote the healthy growth of early children actively.Stone from other hills can be used to pound into jade.Through the study,it is found that the family is still the first subject of early childhood care and education in China and Southeast Asia.The state supports the family by sharing the cost of care,time and the economic.Chinese countries and families face problems such as the rate of female employment,the heavy parental economic pressure of young parents and the lack of father's role in the early childhood care and education sharing.According to the experience of Western welfare countries,the construction of the "mixed care and education" system not only balances the responsibility of the state and the family,but also promotes the equaldevelopment of the responsibility of men and women.Therefore,this paper puts forward some policy recommendations such as maintaining and enhancing the role of the family,establishing a public care system for children,sharing the cost of care and education,and promoting socialization of early childhood service reasonably.
