The transition between early childhood education and care(ECEC)and elementary education is an important link to reduce the fade-put effect of children's learning and narrow the gap in children's attachment.Since the beginning of the 21 st century,Scotland has started a new round of education reform,and the transition is one of the key points.Scotland and our country face similar disputes about the disconnect between children's transition experience,the controversy in transition outcome and process.Scotland has already achieved certain results in governance,through the analysis of the relevant transition policies in this region,it can provide problem-solving experience and thinking for our country.In this study,seventeen Scottish transition policies are taken as the research objects,combined with literature analysis and content analysis,to explore Scottish transition policy from its attribute,evolution,characteristics,effectiveness and problem,as well as the future transition trend in reality.Finally,according to the policy problem and practical situation of children's transition in China,reasonable suggestions are put forward.The findings are as follows: the Scottish transition policies are closely related to education reform.Since 2014,the number of relevant policies has been increasing.The Scottish Government is the main body issuing policy,and the type of policies can be divided into strategic plans,execute solution,laws,regulations and guidance.In the Scottish transition policies,five policy instruments are used comprehensively,and there are nineteen forms of expression in total.The dynamic fluctuation of policy instruments is large and the same use path does not appear.From 2004 to 2013 there was a preparatory phase for Scottish transition policy,and from 2014 until now there has been an expansion phase for Scottish transition policy.The characteristic of content in the Scottish transition policy system are:tendency to the traditional Nordic model,focusing on the experience of the transition process;embed the fact of children's poverty,focusing on ensuring fair enrollment;return to the original intention of public education,focusing on multi-social linkage;update the self-assessment system,focusing on evaluation index of creation connection.After governance,the disconnect problem has been improved,and family involvement has increased,but there is still pressure to overlook children's previous learning experience and to measure their school readiness.In the future,Scotland will both emphasis on school readiness and balance into transition process.In China,the specialized transition policies focus on solving the problems of "Primary-school-oriented Education" in the kindergarten.But recent years,policy horizons have expanded,attention should be paid to improving the supporting policies for the transition,allocating policy tools according to policy problems and encouraging the coordination and linkage for people with interest concerns.
