Study On Countermeasures For Liaoning Government To Promote Students Graduated From College To Start Their Own Businesses

With the continuous transformation of China’s development and employment system reform,the employment pressure of college graduates is becoming increasingly severe,and the career direction is quietly changing.Entrepreneurship has gradually become a new way of career choice for college graduates.College graduates have abundant scientific knowledge reserve and innovation and creation ability,but due to social practice,strain ability,insufficient judgment ability,insufficient capital and other reasons,it is contradictory with the successful elements of entrepreneurship.The government needs to introduce policies to provide guarantee and support for college graduates to start their own businesses,so as to realize the systematization,scientization and standardization of college graduates to start their own businesses.In this paper,from the perspective of the Liaoning province government policy support,and analyzed the Liaoning province government in the process of promoting entrepreneurship work facing difficulties,and combined with our country and the actual situation of Liaoning province,puts forward related suggestions to perfect the entrepreneurship support policy,in order to promote the social and economic development,improve the success rate of college graduates’ self-employment.The first part of the introduction,mainly clarify the background,purpose and significance of the research.The second part introduces the core concepts and main theories.The research objects are the graduates who start their own business for the first time in Liaoning province within 5 years after graduation and have applied for the industrial and commercial license.The source of students is not limited.The main theories are government intervention theory and new public service theory.The third part mainly introduces the overall status of Liaoning government’s promotion of college graduates’ self-employment,summarizes the existing policies,and understands the implementation of the policies through case study and interview.The fourth part analyzes the problems and causes in the government’s promotion of college graduates’ self-employment,and puts forward such problems as insufficient start-up capital,unspecific implementation of entrepreneurship education,and lack of risk avoidance schemes.Most policies only consider the needs of the start-up stage,without considering the situation in the middle and later stage of the startup.Moreover,policies are scattered and lack of unity and publicity.Policy executors do not understand the policy deeply,and the government lacks the supervision and evaluation of policy implementation.The fifth part is the suggestion of Liaoning government to promote college graduates to start their own business.The government should create a service-oriented government and perfect the division of government functions.Activate idle factories to build business incubation bases.Improve oversight of college graduates’ efforts to start their own businesses.Accelerate legislation for college graduates to start their entrepreneurship.We will effectively implement online government affairs.Establish an information sharing platform.Establish a leading group for entrepreneurship.The government should also strengthen the guarantee mechanism for college graduates to start their own businesses.We will provide an insurance scheme for college graduates to start their own businesses.Preferential medical insurance policy.Technology entrepreneurs can participate in the professional title policy.In terms of improving entrepreneurship education,government should improve entrepreneurship curriculum to make it more practical.Effectively carry out entrepreneurship situational teaching to provide students with opportunities to learn about and experience entrepreneurship.College graduates should be encouraged to start their own businesses in a rational way.Government need to improve the ranks of entrepreneurship teachers.Engage successful entrepreneurs to share knowledge and experience with the college students in school.Establishment the entrepreneurial mentor in tracking guidance system.Liaoning government should strengthen the examination and supervision of the implementation of entrepreneurship education in colleges and universities.The government has strengthened the support of fund capital from the aspects of stepped fund capital support programs and multi-channel financing.Set up a reward and punishment system for students graduated from college to start their own businesses.Governments should improve the reform and development of the mechanism for college graduates to start their own businesses in the form of guidance,incentives,supervision,evaluation and innovation.The innovation points of this paper:set up a fund scheme for college graduates to start their own businesses,set up a service department for college graduates to start their own businesses,and propose preferential medical insurance policies for college graduates during their start-up period.
