Research On The Policy Of College Graduates’ Entrepreneurship Support In Dalian

Nowadays,entrepreneurial activities have become an essential part of the growing world economy.With the further development of China’s reform and opening up,our society has entered a new stage of building a socialist modern country in an all-round way,and the higher education has transformed into "mass education".The employment of graduates becomes increasingly severe.Our country has clearly purposed that employment could be driven by entrepreneurship,which gives priority to entrepreneurship in employment.Therefore,college graduates should participate in substantive entrepreneurial activities,which is not only in line with the trend of the times,but also an important way to help college students find jobs.A sound policy is the prerequisite for successful entrepreneurship.The government should put forward a systematic and effective entrepreneurial policy for college graduates,performing its public service functions and solving the urgent problems.In order to promote the entrepreneurial activities of college graduates,this thesis takes college graduates in Dalian as an example to study the policies of supporting entrepreneurship.First of all,this thesis analyzes the background and significance of college graduates’entrepreneurship and expounds the realistic concepts.By consulting the main research results and related documents at home and abroad and analyzing foreign and domestic governments’practice of supporting self-employment for college graduates,this thesis has formed new ideas that guide this research and put forward practical suggestions.Secondly,combined with our country’s entrepreneurship strategies for college graduates and guided by government intervention theory and new public service theory,this thesis analyzes the content and effectiveness of Dalian’s college graduate entrepreneurship supporting policies,and points out some issues such as the content lacks comprehensiveness,the operation is not standardized enough,and the supporting policies are not complete.Besides,the reasons are given in the thesis from the aspects of insufficient publicity,imperfect entrepreneurial mechanism,and the quality of entrepreneurs.Finally,through comparative analysis and application of questionnaire surveys,this thesis proposes to improve the entrepreneurship support policies for college graduates in Dalian from three aspects:establishing a comprehensive support policy system,strengthening the implementation of these polices and creating a good public opinion environment for entrepreneurship,thus to provide theoretical and practical support for the formulation of government support policies in Dalian and promote the sustained and steady development of college graduates’ entrepreneurship.
