New urbanization is an important concept that our country abides by in the fields of social and economic development.The report of the 18th National Congress of the Communist Party of China proposed two qualifiers on the road to urbanization:"Chinese characteristics" and "new type",which indicated.That our country’s urbanization has undergone a transition from "traditional urbanization" to "new urbanization"."Human urbanization" is the core content of the new urbanization.According to the 2020 National Economic and Social Development Statistical Bulletin released by the National Bureau of Statistics website on February 28,2021,the urbanization rate of our country’s permanent population has exceeded 60%.by the end of 2020,which also means that more and more school-age population are gathering in cities and towns.In 2014,the Central Committee of the Communist Party of China and the State Council jointly issued the "National New urbanization Plan(2014-2020)",which shows that the party and the state attach great importance to of providing fair and quality education for school-age populations during promoting new urbanization.What’s the influence of implementing the "Town Planning" on the layout of schools during compulsory education stage in the urban area since 2014?What are the problems still existing in the layout of schools during compulsory education stage in the urban area?What is the reason behind it?How we overcome these difficulties to further improve the rationality of the school layout in urban compulsory education stage?To answer these questions,the author conducted a survey on primary and secondary schools in city T,figured out the problems of the layout of these schools in the compulsory education stage of city T and revealed the underlying cause,and put forward targeted countermeasures and suggestions.According to our field investigations,there are still many problems in school layout in urban areas after the implementation of the "Town Planning".Specifically,"over-education urbanization","large classes and giant schools" are more prominent problems.Private education is full of chaos,urban Public boarding schools cannot meet the actual needs of students.The school space in urban areas is generally tight,the average student space is not up to standard,the school space distribution is unreasonable,and the educational development between schools is uneven.Through careful and detailed investigating,this study summed up several principle reasons underlying the unreasonable layout of schools in the compulsory education stage,including lack of a reasonable forecast of the school-age population in the urban area.insufficient investment in education funds,difficulty in implementing the construction of supporting schools in the urban community,lack of orderly planning and scientific supervision of private education,and the lack of orderly planning and scientific supervision of private education in urban areas.Combined with the theory of education equity,this research puts forwards the following recommendations to solve the problem of unreasonable school layout in urban areas during the compulsory education stage:scientifically predicting the school-age population,formulating a reasonable school layout plan for the compulsory education stage,implementing the construction of supporting schools in urban communities,and strengthen urban education land use Plan and implement,scientifically supervise private schools,enhance the attractiveness of public schools,rationally allocate compulsory education resources,realize the regional sharing of high-quality education resources,and increase education investment to strengthen the rationality of the urban area’s compulsory education stage school layout.
