Research On The Planning And Layout Of Compulsory Education Facilities In Huaibei Rural Areas Under The Background Of New Urbanization

The reform and open policy has been existed for 30 years and our country has been undergoing a period of rapid development of urbanization and industrialization.in 2015,China's urbanization rate reached 56.1% while it is for Huaibei city,the urbanization rate reached 61.3%.Along with urbanization,a large number of rural population have rushed into the city,thus the education resources are difficult to meet our demand.Limited education resources caused problems of teaching quality decrease,students quitting from rural school and teachers' resignation.So,under the background of the new urbanization,how to optimize the layout of rural compulsory education and promote a balanced development of the education as well as realize educational equality become a social hot spot.This paper elaborates on the current situation of the development of the new type of urbanization and rural compulsory education in Huaibei city,combining with the regional characteristics of Huaibei city,the paper puts forward some Suggestions for the scientific and reasonable arrangement of education resources.According to the theory of education equity theory and unbalanced development theory,I analyzed the relationship between urbanization and the development of education layout in this article,aiming at research into solving present situation existing problems of Haibei city rural compulsory education.Currently,with the development of Huaibei city and the construction of beautiful countryside,thenew-type urbanization has been pushed forward rapidly,and Huaibei city has achieved some achievements in the rural obligations of education.But there still exist financial and other sever problems at the same time,which caused it impossible for us to reach the requirement of balanced development of compulsory education.Based on the analysis of the present situation and the existing problems of rural compulsory education,balanced development and some other principles are put forward,which will help to optimize the layout of rural compulsory education and achieve a balanced education and surely have theoretical and practical value.Through our research,we can know the new urbanization and the development of the compulsory education layout,thus enrich the theory and practice and enrich rural compulsory education research,so as to promote the development of rural education and help to set policy for the government and academic research.
