Education is a fundamental task for the coming generation.As a subsystem of the society,education ensures society's positive and steady development.According to Paul Samuelson,the lack of education would hinder social fairness.In China,the economic development in rural areas is relatively slow,so does the education,problems like insufficient fund,low level,unreasonable faulty,backward hardware,decrease in the number of students are still exist in rural education,the educational equality between urban and rural areas caused by these problems attract society's continuous attention.Therefore,to explore the reasons for the educational inequality between urban and rural areas,as well as their solutions,is of great significance to realize the educational equality between urban and rural areas.Focusing on compulsory education equality between urban and rural areas,the paper takes H County in Shandong Province as the research object,by means of qualitative and quantitative research methods,as well as literature research method and questionnaire survey,and SPSS is adopted to sort out information and analyze data,the basic situation of compulsory education in H County's urban and rural areas is presented,then the local economic development and compulsory education status are analyzed.Through sorting out theories of development social policy,social stratification,culture production and so on,the education in H County's urban and rural middle school is compared from the perspective of the equality of educational starting point,process and result.Now the equality of educational starting point is realized in H County,while differences in teaching conditions,faculty,investment,academic performance,personal accomplishment and competence still exist in the process and result of urban and rural education.The reasons for the inequality between H County's urban and rural areas are found through analysis: first,the unreasonable governance;second,the weakening of family education;third,relatively poor schooling in rural areas;fourth,low participation of non-governmental organizations.China still has a long way to go in improving the equality of education,from the perspective of developmental social policy,as the main body who maintains social fairness,the government shall shoulder the responsibility of promoting educational equality by making mid-or long-term development strategy as well as scientific and reasonable policy,investing human resources and increasing investment in rural family to strengthen rural family function.Under the guidance of thegovernment,coordinating family,school and non-governmental organization in educational governance,to find and solve problems continually so as to promote educational equality.In a word,educational equality is an ideal result of education,but in reality,it is hindered by many elements.People can reach educational equality as close as possible through reforms,but educational equality can never be achieved fully.
