Study On The Development Of AVIC Aviation Sports And Leisure Characteristic Town In Jingmen,Hubei Province

Carrying out the strategy of rural-revitalization is a big and important decision which is made by The 19th National Congress of the Party China.In recent years,local governments have gradually realized the great significance of developing sports and leisure characteristic towns for winning the anti-poverty war,promoting urban-rural integration,and motivating the construction of a healthy China.In the past few years,with a large number of national policies on rural-revitalization and the support for developing local characteristic towns populated successively,rural areas across the country gradually began to appear in various forms of characteristic towns,sports characteristic town is one of the more prominent types.Characteristic towns often based on local characteristic natural resources or local traditional culture to develop their own construction.Jingmen City is located in the central part of Hubei Province,with thousands of fertile fields,lush vegetation and blessed natural resources.Sports industry has always been one of the most important development centers of the government.In recent years,Jingmen City has responded to the national strategic calls for alleviating poverty and global tourism,actively developed the tourism industry,and vigorously promoted the construction of integration between urban and rural areas.Above all,that is why the AVIC Aviation Sports and Leisure Characteristic Town emerged.This town started to construct in 2016 and it was selected as one of the first batch of 96 pilot projects of small towns with special features in China.This paper introduces the basic situation and development status of AVIC Aviation Sports and Leisure Characteristic Town,and summarizes the following problems in the construction process of the town:(1)the low level of cooperative operation and management;(2)the improvement of infrastructure is still needed;(3)The cultural deposits which belongs to the local people are wanted;(4)Lack of brand building and insufficient publicity;(5)The integration of industry and city is not enough,and low the characteristic industry value chain is at a low level.In view of the above shortcomings,this paper has reviewed various of development strategies and relevant regulations for China’s characteristic towns.Learned the example of the American Spruce Creek Town and the Wichita Navigation Town,the Queens Town of New Zealand,Pinghu Aviation Sports Town in the Kowloon hills,Hangzhou Jiande Aviation Town,according to the construction and development experience of above towns,on the basis of the theory of integration of industry and city,collaborative governance and sustainable development,the paper puts forward six development strategies for the AVIC Aviation Sports and Leisure Characteristic Town:(1)optimize the operation management,enhance the level of sustainable development of the town;(2)Promote the upgrading of infrastructure and supporting projects;(3)Excavate 1 resources of local cultural and enhance the cultural radiation of characteristic towns;(4)Increase publicity and promotion efforts to promote the brand construction of the town;(5)Adhere to innovation-driven integration of industry and city.
