Study On Implementation And Standards Of New-type Professional Farmers Based On The KSAIBs

The central committee of the CPC made strategic deployment of “accelerate cultivation new-type professional farmers” in the new historical period of our social economy development. In 2013, Ministry of Agriculture arranged 100 pioneer counties for cultivation new-type professional farmers vigorously in China. Every pioneer county made many fruitful works in new-type professional farmers’ cultivation, management, supporting policy and so on. This thesis studied implementation and standards of new-type professional farmers based on 20 pioneer counties.This thesis compared the differences on determination of new-type professional farmers between China and some developed countries, including Germany, France, Britain, Canada, and confirmed our determination of new-type professional farmers starts late, and didn’t establish unified standards, certification system, guarantee system of new-type professional farmers, which refer to cultivate standards and route choice of new-type professional farmers. This thesis considers that it is necessary to establish standards and determine realizing route of new-type professional farmers as soon as possible in order to promote cultivation of new-type professional farmersThis thesis respectively propose suggestions of new-type professional farmers’ standards according to three types of production-oriented, profession-oriented, society-oriented and three grades of junior, intermediate, senior which use the model of KSAIBs which belong to human resources development’s individual quality evaluation. This standard divided into five first class indexes and some second indexes, and formed perfect standard system of new-type professional farmers, which can provide every pioneer county of new-type professional farmers as a reference guide.This thesis put forward establishment methods of new-type professional farmers and confirms validated object, certificate authority, identified process, evaluating means, safeguard measures, which follows the principle of inherit history and times innovation. On this basis, the author put forward implementation of new-type professional farmers based on the KSAIBs, and emphasizes that we should enhance knowledge and skills of professional farmers, improve the ability of facing market by perfecting social insurance system, improve the social status of farmers, strengthen professional farmers farming emotion; by strengthening construction of the mechanism, improve professional quality, improve professional farmers’ behavior of production and management.
