In the process of China’s economy changing from factor-driven growth to innovation-driven growth,human capital plays an increasingly important role.In the related research of human capital,a large number of scholars pay attention to the change of workers’ educational return rate.In recent years,studies have shown that there are significant regional differences in educational returns in China.The specific performance is that the educational returns in eastern regions are significantly higher than those in central and western regions,while those in municipalities directly under the central government and provincial capitals are higher than those in small and medium-sized cities.The regional differences in educational returns will have a significant impact on the regional flow of individual employment.Moreover,the large gap in educational returns between regions will also lead to the imbalance of human capital stock between regions,which will further affect the coordinated development of regions.Therefore,it is of great significance to explore the influencing factors of regional differences in educational return rate for the stable development of economy.At present,China is in an important stage of industrial structure upgrading and adjustment.According to the theory of skill-biased technological progress,in the short term,the upgrading of industrial structure will increase the market demand for the labor force with high human capital,and then the wages of the labor force with high human capital will be obviously improved.Education level is the key indicator of labor force’s human capital,so the upgrading of industrial structure will improve the labor force’s educational return rate.In the long run,the improvement of educational return rate brought by the upgrading of industrial structure and the decline of labor income level with low human capital caused by the decline of market share of low production efficiency sectors will prompt them to adjust employment expectations and invest in human capital,thus increasing the supply of labor with high human capital and bringing down the educational return rate.Due to the unsynchronized adjustment of industrial structure in different regions of China,there will be obvious regional differences in the rate of return on education.Combining with the theories of industrial structure upgrading,labor market change and human capital,this paper studies the influence of industrial structure upgrading on educational return rate on the basis of combing the related literature of industrial structure upgrading and educational return rate.Firstly,on the basis of the basic Minser equation,the missing variables and ability deviation in estimation are eliminated,and the expanded Minser equation is established to estimate the educational return rate,and the industrial structure upgrading index is constructed.By dividing 31 provinces and cities into three regions according to their geographical location,this paper compares the regional differences of educational return rate and industrial structure upgrading,and analyzes the time variation trend of educational return rate and industrial structure upgrading,and then discusses the influence of industrial structure upgrading on educational return rate.The results show that the return rate of education in the eastern region is significantly higher than that in the central and western regions,and slowly increases with time,while the return rate of education in the central and western regions first decreases and then increases with time;The upgrading index and advanced level of industrial structure in the eastern region are significantly higher than those in the central and western regions,but the rationalization index of industrial structure is significantly lower than that in the central and western regions.Secondly,on the basis of considering the cross-layer interaction between individual level and regional level variables,this paper establishes a multi-layer model,and based on the macro data of 31 provinces,municipalities and autonomous regions and the micro data of China’s comprehensive social survey,analyzes the impact of industrial structure upgrading on educational return rate,and further discusses the specific effects of industrial structure upgrading and rationalization on educational return rate.The results show that the upgrading of industrial structure will improve the rate of return on education;The upgrading of industrial structure will promote the improvement of educational return rate,while the rationalization of industrial structure will inhibit the improvement of educational return rate.Finally,based on the aboveempirical analysis results,this paper comprehensively considers the actual development foundation and resource endowment status of the region,and puts forward corresponding policy recommendations. |
