With the rapid development of China’s sports industry in recent years,especially since the sports industry has been positioned as the pillar industry of the future national economic development,as the demand side of the development of sports industry,China’s sports consumption has developed rapidly,and the academic research on sports consumption has increased year by year,which has become a new hot spot in the field of sports scientific research.By using the mainstream methods and knowledge system of sports research,this paper systematically combs the historical context of China’s sports consumption development,explores the development ideas,and sorts out the policy texts related to sports consumption since the founding of new China,so as to explore how sports consumption policies can better guide sports consumption in the future development of sports consumption.Using the methods of literature review,mathematical statistics,expert interview,logical analysis,historical research and policy tool analysis,this paper divides the development system of sports consumption since the founding of new China into three stages: blank stage(1949-1978),embryonic stage(1978-1992)and development stage(1992-2014)As well as the take-off stage(2014-now),this paper summarizes the current laws,experience and shortcomings of sports consumption development,and explores the evolution characteristics of sports consumption policy according to each development stage,and then explores the correlation between the two by comparing the development status of sports consumption in each period and the corresponding development of sports consumption policy,and systematically explores the realistic basis of China’s sports consumption policy In the end,it provides a reference for the future development of China’s sports consumption policy.Through the research,this paper draws the following conclusions:(1)the development of sports consumption in China is still insufficient,but the prospect is broad.(2)The development process of sports consumption policy keeps up with the trend of the times,and the policy guidance is obvious.(3)The independence and integrity of sports consumption policy system are gradually improved.(4)There is still a long way to go before and after the development of sports consumption policy.(5)Sports consumption policy has become an important part of China’s consumption policy system and sports industry policy system.According to the above research conclusions,suggestions for the development of China’s sports consumption policy system are as follows:(1)the formulation of sports consumption policy should be rooted in the development characteristics of our times,adhere to the overall planning of programmatic documents,and take the value orientation of consumer demand as an important reference for the formulation of sports consumption policy.(2)We should pay attention to the rational use of sports consumption policy tools,ensure the regional balance,structural balance and Urban-Rural Balance of sports consumption,and give full play to the leverage of tax,government purchase of services,land,manpower,technology and other core elements.(3)Give full play to the future economic pillar effect of sports industry,provide basic space for the formulation of sports consumption policy,closely follow the time dimension of policy guidance,and form a scientific and effective interaction between policy guidance and practical development.(4)Strengthen the leading role of the central level policy and the characteristics of the local sports consumption policy,ensure the scientificity,comprehensiveness and rationality of the strategic measures of the central policy,and ensure the full coverage and sustainability of the local sports consumption policy system.(5)Strengthen the systematicness of sports consumption policy planning,implement the organizational construction of policy supervision mechanism,policy evaluation mechanism and policy implementation mechanism.(6)The sports consumption policy should be deeply integrated into the macro consumption policy system,and the main responsibilities of various departments should be actively implemented.
