Research On The Evolution Of China’s Sports Training Industry Policies Since The Reform And Opening Up

After the promulgation of the "double reduction" policy,as a non-disciplinary sports training industry has shown great potential for development,sports training industry can not only stimulate consumption,boost economic growth,but also to meet the growing needs of the people’s sports,improve the physical quality of the masses,and its development is more and more attention by the state.Looking back at the development of China’s sports training industry,since the reform and opening up has continued to prosper,in the process of its development of relevant policies have always played an important role,through the continuous optimization of their own to ensure the healthy and prosperous development of China’s sports training industry.In this process,China’s sports training industry policy has experienced a long period of exploration and practice,and has accumulated valuable experience,however,China’s sports training industry policy is not perfect,in the new situation and new problems continue to emerge,the need to continue to adjust and optimize the policy to guide the better development of sports training industry.In order to summarize the useful experience in the past,learn from history and better play the role of policy for the promotion of sports training industry,this paper takes sports training industry policy as the research object,starts from the policy text and mainly uses the research methods of text analysis,historical research method and comparative research method to study the evolution of China’s sports training industry policy.This study mainly includes the following parts:The first is the introductory section,which explains the origin,purpose and significance of the research on the policy evolution of sports training industry,explains some core concepts of this paper,and analyzes the current situation of the research on the policy of sports training industry in China by sorting out the relevant literature on sports training industry and sports industry policy,so as to accumulate experience for the research of this paper.The second part is the quantitative analysis section,in which the collected policies of sports training industry are built up into a database,and the collected policies are quantitatively analyzed in terms of the overall number,issuing units,degree of relevance,and policy types,so as to have a direct overall grasp of the evolution of sports training industry policies,and the evolutionary history of China’s sports training industry policies are divided into three stages according to the characteristics of quantitative fluctuations.The third is the evolutionary history analysis part,which conducts textual analysis of the policy texts of the three stages in terms of policy contexts,policy subjects,policy information,and policy significance,summarizes the development characteristics and problems of each stage in combination with the historical research method,and conducts preliminary discussions on the influencing factors of the policy evolution of China’s sports training industry.The fourth is a realistic reflection on the evolution of China’s sports training industry policy,summarizing the overall evolutionary features of China’s sports training industry policy by comparing the evolutionary history of each stage,and combining the theory of policy change with China’s actual situation to further summarize the factors influencing the evolution of China’s sports training industry policy,based on which the problems existing in the evolution of China’s sports training industry policy are explored and suggestions for optimization are put forward.After the study,this paper concludes that the evolution of China’s sports training industry policies is divided into three stages: germination and start-up(1978-1992),reform and development(1993-2009),and improvement and prosperity(2010-present).The evolution of China’s sports training industry policy is characterized by: the overall upward trend in the number of policies;the development of policy-making subjects from a single subject to multi-sectoral cooperation;in the type of policy composition,more departmental regulations,fewer laws and regulations;Policy targeting is rising.The policy evolution of China’s sports training industry includes both internal and external factors influencing factors;The main issues that have emerged during the evolution of policy in China’s sports training industry are: the degree of policy support is not high;the policy system needs to be improved;the useful policy experience of local reference and rise is not enough.This paper puts forward the following suggestions for the policy development of China’s sports training industry: to ensure the supervision and implementation of policies;to continuously improve policies by learning and summarizing;to give full play to the overarching role of authoritative policies;to fully mobilize the enthusiasm of local policies;and to timely supplement and update existing policies.
