The large number of migrant workers is the main force in the job market and a precious human resource in our country.With the continuous implementation and advancement of my country’s science and education strategy,the talent power strategy,the Made in China 2025 strategy,and the deepening reform of the construction of the industrial worker team in the new era,the professional skills and scientific and cultural level of migrant workers urgently need to be improved.Industrial workers in the new era are also an important task for the current construction of skilled personnel.The state attaches great importance to the training of migrant workers and has issued a series of policy documents,including the lifelong vocational skills training system,the vocational skills improvement plan for migrant workers-the "Spring Wave Action",the vocational skill improvement plan for the new generation of migrant workers,and the vocational skill improvement action.Hebei Province is a populous province as well as a province of migrant workers.With the implementation of major national strategies and key projects such as the integration of Beijing-Tianjin-Hebei,the construction of Xiong ’ an New District,and preparations for the Beijing Winter Olympics,it has contributed to Hebei’s industrial structure adjustment and economic development transformation and upgrading.,The development of high-tech industries provides an opportunity to put forward higher requirements for the labor quality and professional skills of migrant workers participating in the construction.Strengthening the research on the contradiction between the supply and demand of vocational skills training for migrant workers in Hebei Province can promote government departments to improve the training system,adjust training policies,expand training supply,improve training quality,effectively improve the vocational quality and employment and entrepreneurship capabilities of migrant workers,and promote employment and income of migrant workers.Provide talent support for high-quality economic development.This article combines human capital theory,supply and demand theory,Maslow’s hierarchy of needs theory and urban-rural dual economic theory to conduct an in-depth analysis of the contradiction between supply and demand for vocational skills training for migrant workers in Hebei Province and its causes,and propose countermeasures.This article collects a large amount of data through literature review method,interview method and questionnaire survey method.Interviews with staff from Hebei Provincial Human Resources and Social Security,Agriculture and Rural Affairs,and poverty alleviation departments;in-depth on-site investigations in enterprises,training institutions,and technical colleges;on-site discussions with migrant workers and questionnaire surveys,covering 11 companies in Hebei Province,including Shijiazhuang,Tangshan,Baoding 400 questionnaires were distributed by prefectures and cities;advanced experience and practices were collected and summarized in Shandong,Gansu and other provinces,providing a wealth of first-hand information for the writing of the paper.Research conclusions:The contradiction between the supply and demand of vocational skills training for migrant workers in Hebei Province is more prominent,which is mainly manifested in the lack of total training supply;migrant workers are less willing to participate in training;training quality is poor;there is a contradiction between supply standardization and demand diversification.The deep-seated reasons are mainly due to the inadequate role of the corporate training body,the imperfect training system,the low quality of migrant workers,the limited use of capital expenditures,and the impact of industrial restructuring.Therefore,it is necessary to improve the training system,integrate training resources,strengthen training supply,improve training quality,and improve training services,so as to comprehensively improve the vocational skills of migrant workers.Innovation point:The innovation point of this article is mainly to provide reasonable suggestions for government departments to adjust and improve the training policies for migrant workers from the perspective of building an innovative service-oriented government.Previous studies on migrant worker training have mostly put forward countermeasures and suggestions from the government,enterprises,training institutions,technical colleges and migrant workers themselves,involving many subjects,and the countermeasures and suggestions are scattered,not universal,and difficult to implement.This article focuses on the government’s transformation from a manager to a service provider,combined with the country’s comprehensively deepening reform policy,puts forward countermeasures and suggestions,strengthens the top-level design,and adjusts and improves the current migrant worker training policy.
