| The college entrance examination is the springboard between high school and university,is the channel for most people to realize their personal ideals and the value of life,and bears the important task of national talent selection and social development.There is no doubt that the entrance examination has played an important role in keeping fairness and justice in talents selection.But with the rapid development of society and the diversification of talent demand,there is growing doubt on the fairness in recruitment model of region classify target.The great gap of examination content,examination standards and enrollment targets among different regions has caused uneven distribution of education resources,and some high-quality,outstanding talents cannot enjoy suitable higher education,which is more obvious in the regions where hold a great deal of candidates but few enrollment targets.In this context,the fairness of college entrance examination enrollment has come to social attention,and the derivative problem of "college entrance examination immigration" has become the subject of our research.Based on the fundamental reasons such as the unbalanced allocation of higher education resources and the uneven development of basic education in China,with the help of various policy loopholes 、 the use of various social resources “curve saving the country” and other possible means,the examinees flow to the provinces with lower admission score and higher admission rate.In this paper,we are taking Shenzhen Fuyuan Middle School Incident as an entry point,and conducting an in-depth study on the phenomenon of "NCEE immigration" by using Rawls’ Theory of Justice and Coleman’s Theory of Educational Equity as theoretical support,through literature research method,comparative research method,survey analysis method to conduct relevant researches to analyze the reasons of the phenomenon of “NCEE immigration”.Those reasons are mainly including differences in admission rates,uneven distribution of higher education resources,institutionalized education restricting fairness of NCEE,restrictions of the household registration system,and inadequate implementation of policies related to NCEE immigration.By analyzing the effect of the phenomenon of NCEE immigration on society,and China’s actual condition and situation,this paper submits proposals on reforms,includes reforming and improving the relevant education system,balancing educational resource allocation,separating household registration system from student status system,selecting talents among long periodicity,multi-aspects,and comprehensive evaluation and strengthening the implementation of supervision and supporting policies. |
