Political Process Analysis On China’s Fertility Policy Adjustment Since The 18th CPC National Congress

As the world’s largest late-developing modern country,Chine has a late start in political development with rapid change and strong creativity.It has demonstrated the advantages of high efficiency and strong cohesion in coping with financial crisis,natural disasters and major domestic public policy reforms.The decision-making mechanism in China’s political process has attracted extensive attention at home and abroad.Before and after the 18 th national congress of the communist party of China(CPC),China’s family planning policy underwent a major adjustment from the promotion of the only child to the "universal two-child policy",which reflected the new characteristics of pluralism in the decision-making subjects and interest coordination,providing a typical case for the study of China’s political process.Based on the research before and after the eighteenth big Chinese fertility policy adjustment of the political process as the research content,there are two purposes,one is a political science theory value assessment on the fertility policy adjustment,the other is combined with the decision-making process of fertility policy adjustment to demonstrate the new features and existing problems in the process of China’s political,and provides the suggestion to further improve the decision-making mechanism.The main body of this paper consists of four parts.The first part is the relevant concepts and theoretical categories of the political process,mainly introduces the meaning of the political process,the theoretical framework of "convergence" and "integration" assessment adopted in this paper,the basic categories of public policy,political decision-making and decision-making mechanism,and the relationship between the political process and the realization of interests.The second part is the formation and adjustment of China’s two-child policy.The third part is in the process of fertility policy adjustment the participation of political subject analysis,this part is divided into five sections,respectively introduces the masses of the people,policy research group,organized interest groups,policy making departments,top decision-makers way of five kinds of political subjects to participate in the adjustment of fertility policies as well as the effect on fertility policy adjustment.The fourth part is the "integration" value assessment of the adjustment process of the birth policy,the new characteristics and manifestations in the political process of China since the 18 th national congress of the communist party of China,the shortcomings in the current decision-making process,and the ways to improve the decision-making mechanism of China.The analysis of the political process in the adjustment of birth policy has good application value and academic value.In the application,it is helpful to improve the decision-making mechanism and help the government better respond to the interests of social members.In theory,it helps to provide a new entry point for China’s political system.
