| Population issues are important for a country.For path dependence caused by the long-term implementation of family planning policy,the policy compliance is unideal since the loosening of the fertility policy,with the policy effect less than expected and the accumulation effect of fertility subsiding.China’s population crisis is gradually approaching and becoming serious.In the background of Three-Child Policy,improving the compliance of fertility policy has become an urgent practical problem to be solved.On the basis of questionnaire survey and personal interview,taking A city of Jiangxi Province as the research sample,based on the analysis of the population change,the evolution of fertility policy and the current fertility policy in A city,this paper deeply discusses the influencing factors restricting fertility policy compliance from the three main aspects of individual,family and society,such as the restriction of individual factors,the implementation environment and cost,the absence of target groups in the process of fertility policy formulation and socialization,also summarizes the experience and lessons of Fertility Policies in France and Japan,and then puts forward countermeasures and suggestions from three aspects: procedural justice,compliance motivation and execution environment.To improve the compliance of reproductive policy,it is a must to refine the design of policy content and strengthen the openness and supervision of policy,so as to standardize the process of reproductive policy participation of target groups;Increase financial support,adjust and improve the supporting policies to encourage childbirth,and improve the supporting service level to encourage childbirth,so as to strengthen the public rational and objective construction of the target group;Further improve the protection of women’s employment rights and interests,create a harmonious gender cultural atmosphere,create a good fashion of respecting fertility,and implement accurate policies for different groups,so as to create a fertility friendly social atmosphere. |
