Looking back on the long process of history,population development has always been a priority.In particular,the current population problem has become a complicated global social problem,and also a major problem facing the construction of socialism with Chinese characteristics.Based on the population status of our country,from a macro perspective,China's population growth but the birth rate is low,and the labor population decreased year by year,and the proportion of the aging population increases,and the sex ratio imbalance.Irrational population structure has seriously affected the economic development.On the micro level,family size is shrinking,and the one-child burden is too heavy,and medical care and pension issues highlighted.Thereby the family needs for the second child increased affecting the public's sense of happiness and social harmony.In order to adjust the coordinated development of population structure and economic construction,we must solve and solve the population present situation and population problem of our country,and adjust the birth policy of our country.Through understanding the change of fertility policy since the founding of new China,we focus on the interpretation of the party in the fifth Plenary Session of the 18th CPC Central Committee published a comprehensive two child policy from the perspective of public policy,to deeply discuss and prospect the development of family planning policy,and to provide policy reference for the adjustment of China's future fertility policy and economic development.
