| After a long period of industrialization,the old industrial base in Northeast China developed rapidly and on a large scale.It was once an important production base for heavy industrial products and agricultural and sideline products in China,and made great historical contributions to promoting the development of heavy industrialization in China.Since the 1990 s,its economic growth has been slow,its growth rate has declined,and its low efficiency has become a major problem in the development process,accompanied by a more serious problem of population outflow.The contradiction of industrial structure has become a prominent problem restricting the industrial economic development of the old industrial base in Northeast China,and with the adjustment of industrial structure,the employment of various industries is affected by different degrees,so it is particularly important to study the adjustment of industrial structure within the old industrial base in Northeast China.In this context,based on the present situation of the development of the old industrial base in Northeast China,this paper analyzes the process of industrial structure adjustment,summarizes the problems existing in the process of adjustment and the characteristics of the impact of industrial structure adjustment on employment,provides the explanation basis for the research results of the employment impact of industrial structure adjustment,and puts forward corresponding policy suggestions.This paper first calculates the output value change and industrial rationalization index of the industrial subdivisions of the old industrial base in Northeast China from 2006 to 2016,analyzes the process of industrial structure adjustment,summarizes the problems existing in the industrial structure adjustment,and concludes that the degree of industrial rationalization and advancedness in the industrial adjustment process is low,and the development speed of high-tech industry is slow.Secondly,it analyzes the changes of employment in the process of industrial restructuring,and gives a detailed description of the overall employment in the region,the employment situation in the three provinces and the employment by branch,and then calculates the employment elasticity to conclude that the industrial industry in the region has no high ability to absorb employment.Finally,on the basis of the main indicators of industrial rationalization,the factors affecting employment,such as the total industrial output value,the number of industry enterprises and the average wage of employed personnel,and the panel model is established to make an empirical analysis of the impact of industrial structure adjustment on employment in the old industrial base of Northeast China.It is concluded that after the transition trend of slowing down,with the deepening of economic system reform and the deepening of industrial structure adjustment,the overall relationship between industrial industry and employment presents a negative correlation,which is the phenomenon of industrial industry crowding out employment in the region.In view of the above problems,this paper puts forward some suggestions to strengthen the support for small and medium-sized enterprises and emerging industries,strengthen the ability of labor absorption,increase the quality training of labor force,and perfect the employment guarantee mechanism. |
