Research On The Coordinated Optimization Between The Industrial Structure Transformation And The Employment Structure

AS the deepen of the supply-side reform,industrial upgrading would inevitably affect the employment.Following the report to the 19 th national congress of the CPC,employment is now the biggest livelihood problem,thus promoting the employment issue to the macro-control task.Consequently,coordinating the industrial structure and employment structure could promote both the social operation and regional economic development.Industrial structure and employment structure are the two key factors in describing the three industrial structure and the distribution of labor factors.The upgrading of industrial structure can create new employment while damage the conventional industries.The distribution of the labor can also affect the evolution of the industrial structure.But,there are still very few research on the relationship between the industrial structure and employment structure for Tianjin city.In that case,we will discuss the coordinated optimization between the industrial structure transformation and the employment structure.In this paper,through the research on the economic statistics of Tianjin,a conclusion is revealed that the coordination between the industrial structure and the employment structure is in accord with the discipline of economic evolution,in which case the tertiary industry take the highest proportion of the economic aggregate.Comparing with the secondary and the tertiary industry,primary industry of Tianjin has the highest structure deviation,which indicates that there exist a large number of labor surplus in the primary industry.The secondary industry has the second large structure deviation,while the tertiary industry has the best output-employment coordination,for that structure deviation of the tertiary industry is close to zero.Our research on the elasticity of employment shows the tertiary industry has the finest ability in creating job opportunities.Through VAR model,we discovered the long-term influences between the industrial structure and the employment structure of Tianjin.Now,there lies several problems before Tianjin.There is surplus labor in the primary industry,and the secondary industry requires structural adjustment,and the tertiary industry needs to create more job opportunities.Consequently,in order to promote employment as well as to readjusting industrial structure,some advises are given:(1)expand the employment for rural surplus labor,(2)raise the productivity of the secondary industry,(3)promote the development of the tertiary industry,(4)implement feasible policies to facilitate the development of tourism,(5)generalize skill training for working labors,(6)improve the employment quality of labors.
