Study On The Dilemma And Influencing Factors Of Shaanxi Private Higher Vocational Colleges’ Enrollment

In today’s society,how to break the dilemma of private higher vocational colleges has become the key to its survival,which is also related to the development of China’s private higher education.Based on the study of the actual development of private higher vocational colleges in Shaanxi Province,this paper summarizes and discusses the ways and strategies of the reform of the enrollment of private higher vocational colleges under the new situation.Based on stakeholder theory,humanistic education theory and New Public Management Theory,this paper constructs the theoretical framework of the paper by using the methods of Literature Analysis and Empirical Research.The author believes that the current situation of the enrollment of private higher vocational colleges is as follows: the enrollment of private higher vocational colleges is facing a severe situation in which the quality of students is declining,and it is difficult to reverse the situation of "short supply" in a short time.At the same time,the number of applicants and the quality of students are decreasing year by year,the rate of completion of enrollment plan is low,the rate of first-class voluntary enrollment is not high,and the enrollment of students between specialties is not equal,etc.all these factors directly affect the development of private higher vocational colleges.The influencing factors of the predicament mainly lie in the relevant policies of the state,the social environment and the private higher vocational colleges themselves.Through the concrete analysis,the author then proposes the following countermeasures: seeking the support of the national level to strengthen the Macroeconomic regulation and control,strengthen the supervision of enrollment and increase the support of funds,educational funds,perfecting the reform of Shaanxi enrollment policy to promote the development of private higher vocational colleges,and comprehensively promote the internal construction of private higher vocational colleges,and strengthen the training of skilled talents.
