Talent Introduction Analysis And Countermeasures Of Danzhou

Talent is the first and most important factor for local governments to promote economic development.It is also a major driving force for speeding up the transformation and upgrading of regional functional structure.Human resources are the first resource of social development,and the economic development of society cannot be separated from the role of human resources.Since the beginning of the 21 st century,China has intensified the construction of the talent team,vigorously implemented the talent development strategy,and accelerated the reform of the system and mechanism of talent development.Since a free trade zone was set up in Shanghai in 2013,our country has set up three batches of free trade area.Hainan,as the 12 th free trade area,carrying the new special mission,not only has a lot of advantages of opening-up,such as aaccelerating the construction of Tourism Island,building the maritime silk route,etc.,but also is China’s gateway for opening up toward the South China Sea,so that we can define the development trend of Haninan.Hainan will play an exemplary role in the country’s opening-up and provide more public goods and cooperation platforms for the whole world,in contrast to the high standards of economic globalization governance rules.In this context,Danzhou,as the third prefecture-level city in hainan,should vigorously introduce talents and give full play to the role of talents in promoting the construction of Hainan pilot Free Trade Zone.Based on the view of the public sector,local governance and regional ddevelopment,this paper analyzes the present situation and the talent introduction policy of Danzhou.Compared with the survey data of the effectiveness of policy implementation carefully,this paper analyzes the talent policy problems and causes of Danzhou.Then aimed at these problems,taking the advanced implement of the talent development strateges at home and abroad for reference,adhering to the party supervision over personnel,practical and feasible principle,we will be able improve the appeal to talents,and effectively promote to create a new situation of deepening reform and opening-up comprehensively.Centering on the construction of Hainan free trade area and free trade port with Chinese characteristics,combining the reality of Danzhou,we should adopt specific measures to further promote the talent system and mechanism innovation,increase the intensity of introduction and training of talents,build talent platform for innovation and improve the service level and management ability,so that all kinds of talents can display their talent in danzhou,so as to provide strong talent guarantee and intellectual support to centralcity construction in western Hainan.The countermeasures and suggestions put forward in this paper have certain guiding significance and theoretical value for other local governments to formulate talent policies.
