Under the background of the Belt and Road,China has carried out cultural exchanges and academic exchanges with countries along the route,advocated the development of China-ASEAN higher education policy cooperation,and issued a series of policy guarantees for this purpose.The study of China-ASEAN higher education cooperation can understand higher education cooperation policies,higher education cooperation topics,and policy objectives.At present,the academic research on China-ASEAN higher education cooperation rarely involves policy analysis,mainly to explore the difficulties encountered in China-ASEAN higher education cooperation and qualitative research methods are also used in the methods of research.On the basis of studying the relevant theoretical results,more and more scholars have made some research results by using quantitative research methods.Therefore,based on Peter Hall’s policy paradigm theory,and combined with the policy innovation diffusion theory,this paper establishes three dimensions,and uses the text quantitative analysis method to study the China-ASEAN higher education cooperation policy.This paper is a study of China-ASEAN higher education cooperation policy.First of all,through the government website,statistical yearbook to collect 56 copies of China-ASEAN higher education policy text,after careful reading of the policy,screening out 45 copies of the relevant policy text.Combined with the theoretical achievements of scholars,the China-ASEAN higher education cooperation is divided into three stages.And the use of Nvivo11 software technology to code the policy text,under the theoretical guidance of policy innovation diffusion,analysis of policy theme dimension in time,space,content of the diffusion trend,understanding of China-ASEAN higher education cooperation status quo.According to the characteristics of the relevant policy,the policy objectives are divided into three types,and the three types are descriptive analysis,and the quantitative analysis structure isobtained.According to the theory of policy tools,the use of China-ASEAN higher education cooperation policy tools is studied in the light of the characteristics of educational policy tools.The three-dimensional analysis found that:(1)The theme of China-ASEAN higher education cooperation has gone through three stages of development,showing the trend of innovation and diffusion in content,time and space,but the space diffusion is insufficient and needs to be further improved.(2)From the point of view of policy objectives,the policy objectives in the initial period to promote cooperation in higher education to promote student exchanges,lack of attention to the quality of higher education.(3)In terms of policy tools,the policy uses five policy tools,the use of five policy tools is relatively uneven,and the use of capacity-building policy tools is inadequate.Finally,according to the problems of research and analysis,this topic puts forward some suggestions for policy optimization:further enrich the policy content and lay the foundation for bilateral cooperation;refine policy objectives and put them into practice;optimizing China-ASEAN Higher Education Cooperation Policy Tools.
