Research On The Management Policy Of Longitudinal Scientific Research Funds In Chinese Universities From The Perspective Of Policy Text Analysis

With the rapid development of China’s economy and the intense competition of science and technology among the countries in the world,the innovation of the masses has become the key to the construction of a prosperous,democratic,civilized and harmonious socialist modernized and innovative country.The higher education system with the research university as the core is increasingly becoming the power source of social development and scientific and technological progress.Scientific research funds are the basic condition and important guarantee of scientific and technological innovation and knowledge production,as well as the material basis on which scientific research activities are carried out.In recent years,with the accelerated development and reform of China’s education undertakings,research projects and research funds undertaken by China’s universities have shown a substantial growth trend,research funds have become an important source of funding for schools.To ensure scientific and rational use of funds,the competent science and technology departments at all levels develop management policies to guide the use of research funds,thereby affecting the activities of scientific research.Since reforming and opening,the scientific research funds management departments have issued a number of scientific research funds management policies in succession,which have provided guidance for the standardized use of scientific research funds.However,there are still a lot of problems showing up in the process of implementation of those policies.Therefore,it is necessary to conduct an in-depth study of this topic.This paper,with the text analysis method,carries on statistical analysis to the longitudinal scientific research fund management policies which our country colleges and universities have been following since the reform and opening up,to understand the historical evolution of our country’s longitudinal scientific research fund management policies.It analyzes the existing problems of our country’s vertical research fund management policies,such as unscientific budgeting,lax budget execution,low proportion of indirect funds,insufficient personnel performance,imperfect information platform and immature supervisory policies.In the end,it provides suggestions to China’s longitudinal research funding management policy development on the basis of studying grants management policies of developed countries.
