The Two-child policy has been implemented since January 2016 in China. In 2016 and 2017,the Two-child policy improved the balanced development of new-born population.Compared to the number of births in 2015 before the Two-child policy has been applied,in 2018,however,the number of births in China decreased more than one million. In 2017,the number of new-borns in Gansu Province was 329,300,and the number of new-borns in 2018 was 291,200.Why did the relaxation of fertility policy fail to bring about a marked increase in childbearing willingness? Based on the survey data of the Gansu Project Team of the United Nations-China Gender Fund for Research and Advocacy 8th Batch projects, reasons of lack of childbearing willingness of women for the 2nd child have been analyzed in this paper. From the perspective of gender, this paper puts forward to some suggestions as a reference on how to protect women’s economic income and weight off mother’s shoulder of the pressure to babysit. The purpose of the paper is to actively evaluate the Two-child policy implementing effect.
