Preschool children are in the stage of their most crucial period of brain development,the most malleable,and receiving access to quality care can create a great start to their lifelong development.With the gradual liberalization of China’s "two-child" policy,in the contrast between supply and demand for preschool childcare services in China is becoming more and more prominent,and the problem of preschool children’s care services in China for 0-3 year old has a shortage of people’s livelihood which has become much concern of the country.Japan is at the forefront of the development of preschool education in the world.Since the 1990’ s with it’s context of the"low birth-rate" society,in order to have immediate solution to solve the problem of preschool children to enter preschool.The country established a relatively improved,preschool child care service system,in the process of continuous reform and development.It has made certain achievements in preschool child care service institutions,child care service content,child care service teachers,child care service policy system construction.Based on local and international research on preschool child care services in Japan,this study analyzes the historical evolution of the preschool child care service system in Japan from its growing,development to the reform period through literature research,case analysis,and comparative research。This study also analyzes the current status of the preschool child care service system in Japan from the institutions,content,teachers,and policy system of preschool children aged 0-3 years.The study found that Japan’s 0-3 year old preschool children’s education services are diversified and the education services are able meet the different needs of the parenting family on the duration of the childcare service with a strong goals and practicality.With it comes to the teacher training mechanism for childcare services;it is strict and the professionalization is effective;the policies and systems for childcare services are perfect and decisions are made in accordance with the law,effectively guaranteeing the operation of Japan’s preschool childcare service system.In view of the many similarities between China’s problems in the preschool children’s care service for 0-3 year old and the experience of Japan’s preschool children’s care service found out that the support service provided by the Japanese preschool children’s care service system for preschool children in the 0-3 year old child’s care service system has some reference to the construction of the preschool child care service system in China.Therefore,following enlightenment are put forward for the construction of preschool children’s care service system for 0-3 year children and young people in China based on the experiences of childcare services for 0-3 year old of Japanese preschool childcare service system.Firstly,by the government taking the lead,China must build a diversified preschool childcare service.Secondly,the country should enrich the content of preschool childcare services and providing inclusive childcare services.Thirdly,by strengthening the training and development of personnel working in childcare institutions and promoting the professionalization of the childcare service workforce.Fourthly,the policy and system of preschool childcare services should be improved to ensure the healthy and orderly development of childcare services.
