Comparison Of Maternity Protection Policies Based On Qualitative Comparative Analysis (QCA)

At present,how to improve the fertility rate is the social topic that our country concerns.During my post-graduate years,I came across by chance the method of increasing fertility rate as far as the policy is concerned,that is,through the formulation and promulgation of maternity protection policies to provide a certain level of maternity policy supporting,so as to promote people’s family-work balance and stimulate people’s fertility desire to certain degree.By consulting the database,I have compared the maternity protection policies of Europe,America and Asia.Therefore,the content of maternity protection policy in our country has been preliminarily understood,but the level of maternity protection policy in our country has not yet been understood.Where is the trend towards the improvement and development in the future? In addition,the author found that the maternity protection policies of some countries are not in accordance with their welfare characteristics of a high / low welfare support,which stimulates the thinking of the authors.In order to illustrate the relationship between the support of maternity protection policies and the regime and development level of the welfare,clearly locate the level of fertility protection policy in China,and find out the direction and path of the development of maternity protection policy in our country.Under the guidance of my tutor,I studied the qualitative comparison method,through which to position the fertility protection policy of China through,and to make a classification of the policy of fertility protection beyond the welfare regime and the degree of national development.In this study,according to the welfare regime and the level of national development,I selected 10 case countries at first,with a total of 11 case countries including China.I downloaded the information about the maternity protection policies of each country from the ILO fertility policy database.Combined with what I have mentioned above,the degree of generosity and responsibility,and the degree of protection are determined,taking the generous and duty degree of maternity allowance,maternity leave and the degree of employment protection as the measurement dimensions.Secondly,according to the actual data of allowance,vacation and employment protection in OECD database,combined with policy data,five measurement indexes are determined.The new data are calibrated by inputting the original data into the software of the research method,which can be applied in quantification and comparison of maternity protection policies in different countries;Finally,the differences and ranking of maternity protection policies of various countries are obtained from the new data.Three types of fertility protection are classified as supportive,mixed and non-supportive,which help to position the maternity protection policies of our country.At the same time,I have found the path of policy development and improvement.
