In 2013,the China Disabled Persons’ Federation issued the "Standards for the Construction of Disabled Care Services" and the "Basic Norms for the Care of Persons with Disabilities"(for trial implementation),which provides a reference to the standardization of the services of the care institutions.In 2016,the Charity Law of the People’s Republic of China was published,covering foundations,social groups and social service organizations within the scope of charitable organizations.In the same year,the Civil Affairs Bureau promulgated the Opinions on Reforming the Management System of Social Organizations to Promote the Healthy and Orderly Development of Social Organizations and the Guiding Opinions on Strengthening and Improving the Compensation Management of Social Organizations,encouraging social organizations to establish internal management that is compatible with the compensation management system.The system draws a blueprint for the development of social organizations from long-term planning.With the development of care for the disabled,non-profit organizations that provide care for the disabled have also gradually increased.By the end of 2018,there were 3,024 institutions across the country providing rehabilitation services related to intellectual disability.Therefore,the staff management of the organizations with concern for the disabled can not only supplement the staff management of the caregivers and the research of human resources management of non-profit organizations,but also provide staff management experience for many current disabled care institutions and strengthen employees.Cohesiveness and professional ability provide reference value for the construction of employee management system in non-profit organizations in China.The RZ Handicapped Service Center in Nanjing is currently a non-profit organization that develops rapidly and provides more diverse services to the disabled care providers in Nanjing.This paper takes it as the research object,interviews with the salvage objects of various types of work in the organization,collects the data through literature research and in-depth interviews,and summarizes it by content analysis.Through investigation and research,the current RZ organization staff management advantages and defects coexist.The performance appraisal method of the project system can encourage employees to apply for projects,increase the income of the organization,and expand the resource network of the organization.However,a single project-based assessment method will make employees ignore the needs of the disabled and the overall development of the organization.This will not only reduce the quality of the organization’s services,but also cause the organization’s lack of cohesiveness.Based on the two-factor theory,this paper analyzes the trajectory of institutional management transformation.First,according to the development needs of different stages,the employee relationship of the organization changes from honeycomb to ladder.Second,the three stages of institutional employee management development are influenced by both incentives and health factors.At the same time,the working atmosphere in the institutions and incentives of the health care factors has a strong influence on employees in all three stages.Finally,according to the structural adjustment of the organization,the current employee performance of the organization is mainly divided into three parts,namely,the performance evaluation of the project,publicity and care services.With the strong support of national policies and policies,the number and quality of care institutions are constantly rising,which also puts higher requirements on the quality of service and the quality of personnel.Therefore,while the organization continuously optimizes its own organization,it also provides sufficient vocational skills training for employees.While clarifying the functions of various departments,it also strengthened the mechanism of mutual supervision.While raising the salary of the staff,they also began to think about the cohesiveness of the team.Finally,on the basis of the above research findings,this paper discusses the content and mechanism of employee management of non-profit organizations represented by the service center for the disabled,the importance of employee emotional labor and the adaptability of material and non-material in institutional incentives. |
