Research On The Multi-subject Supply Of Community Home Care Service For The Aged ——Taking Xuchang City Of Henan Province As An Example

In recent years,the aging of China’s population has shown a trend of large-scale,deep and rapid development,and the burden of the elderly has been increasing.The contradiction between the increasingly diversified needs of the elderly and the inadequate and low quality of the elderly service supply has attracted more and more attention from the government and all walks of life.Based on the current needs of China’s pension service,community home care integrates the advantages of family care and institutional care,and plays a unique role in making up for the gap of pension demand and relieving the pressure of pension.Ever for a single government supply system of community home endowment service already can not adapt to the current complex pension status,so you must lead to actively participate in various main bodies,integrate with multiple subject,such as government,enterprises,social organizations,resources,play the advantage of different subjects,diversified pension service for the old man,to promote sustained and healthy development of community home endowment service.Based on the relevant research of domestic and foreign scholars and the theory of welfare pluralism and collaborative governance,this paper studies and analyzes the current situation of multi-subject supply of community home care services.Based on spot investigation,the authors community home endowment service selection,head of the civil affairs bureau,the comprehensive community endowment service center director,volunteer association President and part of the community elderly as the object of investigation and interview,respectively from the government,enterprises,social organizations supply three main subject to analyze current situation of the development of community home endowment service supply problems existing in the plural,Therefore,it is concluded that there is insufficient government supply leading force in the actual operation of multiple supply subjects,such as limited fund subsidy,lack of systematic and executive power.Infrastructure construction is not perfect,there is no unified standard and planning;Policies lack systematicness and enforcement.Lack of motivation in enterprise supply,such as low return on investment and high operating pressure;Serious homogenization of services,lack of core competitiveness;Comprehensive management and elderly care personnel shortage.The supply participation degree of social organizations is low,for example,the number of social organizations is small and the ability of resource integration is limited;Low service level,lack of professionalism and other difficulties,and further analyze the causes of the difficulties.These include inadequate performance of government functions,deviation in the development concept of enterprises,and lagging development of social organizations.On this basis,this paper draws lessons from domestic and foreign excellent practical experience of multi-subject supply,and puts forward countermeasures and suggestions from the government,enterprises and social organizations.From the perspective of the main body of government,the government is the core force to promote the development of diversified providers of community home care services,and its leading role should be strengthened,such as improving policies and regulations to ensure the implementation of policies.Increase capital input to ensure the continuous and stable supply of funds;Improve the pension industry standards,improve the pension talent training mechanism;We will build a new platform for smart elderly care,and improve the mechanism for coordinated supply by multiple entities.From the perspective of the main body of enterprises,enterprises are important participants in community home care services,so it is necessary to stimulate the vitality of enterprises,such as clear market positioning and build brand benefits.Introduce smart pension platform and differentiation strategy to enhance core competitiveness;We will strengthen the integration of human resources and train professional elderly care workers.From the main body of social organizations,social organizations play a unique role in the supply of community home-based care services.Give full play to the unique advantages of social organizations to provide personalized elderly care services;We will improve the platform for voluntary elderly care services and enhance our ability to integrate resources.
