The Problems And Countermeasures Of Community Home Care In Urban

Since the 1990 s,China’s aging process has been accelerating.According to the website of the National Bureau of Statistics,at the end of 2019,the number of people aged over 60 reached 253 million,accounting for 18.1 percent of China’s total population.In recent years,the size of the elderly population has been expanding,and the demand for old-age care has increased rapidly.However,the function of family-based care for the elderly has become increasingly weak,and the institutional care for the elderly is difficult to popularize.In the process of solving the problem of providing for the elderly,community-based care for the elderly has attracted much attention and become a powerful backbone.The model of community home-based care for the aged takes the family as the core and the community as the main body,and provides diversified care services for the elderly,including spiritual relief,domestic service and day care.It mainly provides services in two forms,namely,community day care and door-to-door service,but also introduces services provided by professional care institutions according to specific conditions.Community home-based care for the aged can not only give full play to the resource advantages of the community,but also keep the elderly living in their familiar family and community environment.They can not only enjoy the care of their families,but also receive professional daily services provided by community pension organizations or institutions.The purpose of this paper is to discuss the present situation of home-based aged care service in urban communities in China,and to fully study the specific problems and countermeasures of community home-based aged care service in urban communities in China on the premise of grasping the unique old-age security system in China.Advocate the government,market,society,family and other multi-subjects to participate in the community home-based aged care service supply,and use more power for the aged care service,so that the community home-based aged care service level is substantially improved,the spiritual and cultural life of the elderly becomes richer,and the elderly can also share the fruits of economic development and social progress.The main research contents of this paper include: Firstly,the concepts related to community home-based aged care service are defined,and the theoretical basis of this paper is introduced.Based on the specific situation in China,a systematic and logically consistent theoretical framework is provided for the improvement of community home-based aged care service.Secondly,combined with interview investigation,field investigation and data analysis,this paper goes deep into the A community of Chengdu,and investigates the composition of the elderly population,the old-age needs of different elderly groups and the supply of old-age services,so as to grasp the implementation status of home-based aged care services in the A community of Chengdu as a whole,and provide practical basis for studying how to improve the home-based aged care services in urban communities.Thirdly,according to my country’s special national conditions,it points out the current deficiencies in the home care services in urban communities,has a deep understanding of the participation of various entities in the current implementation of home care services in urban communities in my country,and focuses on the transformation of ideas,broadens funding sources,and clarifies the role of the main body.Put forward perfect countermeasures in terms of division of labor.The research shows that from the overall operation of community home-based aged care service,the government should be the leading factor,the family should be the core,and the market and social organizations should be widely involved.From the perspective of the main role orientation and division of labor of community home care services,service buyers and service providers should be separated,and the government should participate as a service buyer,and the government should entrust the market and social organizations to provide community home care services;Although families are the recipients most of the time,they also need to share part of the service costs with the government,so they can’t push all the old-age care responsibilities to the government.Only by performing their duties and responsibilities can the continuity and effectiveness of community home-based care services be ensured.
