Research On The Supply Of Community Home Care Service In Shenyang

With the gradual increase of the elderly population in Shenyang and the deepening of aging,community home care has become a more and more suitable way for the elderly with the advantages of low price and convenience.In recent years,Shenyang has vigorously developed community home care services,launched many policies,carried out a large number of community home care practices and explorations,and achieved certain results.It is leading in the government ’s purchase of community home care services and the construction of family care beds.However,in the process of development,some problems in the supply of community home care services have also been exposed,which need to be solved urgently.This paper is guided by the theory of community care and the theory of welfare pluralism theory,uses the method of documentation and investigation research method to sort out the current situation of community home care service policy in Shenyang,grasp the overall progress and policy orientation of community home care service in Shenyang,understand the development trend,and lay the foundation for the practice of community home care service.Through the investigation of the important supply carrier of community home care service-regional home care service center,we can understand the current situation of community home care service resource supply,content supply and government integration of old-age service resources.Through questionnaires and interviews on the needs of the elderly,we can understand their needs for various types of old-age care services and their satisfaction and opinions on community home care services.After a comprehensive analysis of the status quo,it is found that the supply of community home care services has problems such as low satisfaction with supply content,shortage of supply funds,shortage of personnel and poor quality,incomplete supply facilities and low utilization rate,and poor coordination of multi-subject supply models.The reasons for the problems are : lack of demand-oriented service concept,single source of funds and untimely arrival of accounts,inadequate incentive and training of pension service personnel,unreasonable planning and management of pension service facilities,and the government ’s integration of pension service resources.The coordination mechanism is not perfect.Based on the analysis of the problems and causes,the following effective countermeasures are proposed : establish a demand-oriented service concept,strengthen capital investment guarantee,improve personnel training and incentive programs,revitalize old-age service facilities,and establish and improve the government ’s integration of old-age service resources Coordination mechanism.
