In modern society,the state plays an indispensable role in the governance and development of rural areas.As the agent of the state in rural areas,the grass-roots government,especially the township government,shoulders this important task directly.However,with the increasing diversification of the main body of rural governance,rural governance is gradually moving towards the pluralistic co-governance of modern society.The pluralistic governance of rural society shows a chaotic situation of fragmentation and disorder,and the role of township government in rural governance is gradually declining.Take hezhang County Ping Shan town two typical villages as cases,through systematic analysis of the rural governance structure and mechanism problems,the study found that,under the guidance of "yuan governance",The practice of rural governance has changed from the "unitary monopoly" to "multiple coordination",realizing the linkage between various subjects,in line with the social governance pattern of "party leadership,government responsibility,social coordination and public participation" proposed by the CPC Central Committee.Therefore,it is necessary to analyze the practice of village governance by using the theory of "yuan governance".Further in-depth study,summed up the conclusion that the township government should be in the leading position in rural governance,as the "elder among peers".Township government in rural governance to regulate other governance body,but also to strengthen exchanges and cooperation with other main stakeholders,actively create synergy governance model,modified hierarchical governance type the command in the government image,avoid market under the governance of nonprofit government,beyond the pluralistic governance vigil government,promote rural governance effectively.In addition,township governments take the initiative to organically combine the internal and external governance mechanisms of rural society,which is a powerful measure for the sustainable and effective operation of rural governance mechanism and the realization of the goal of rural governance modernization.
