Study On The "Three Governance" Of Rural Governance In H Country,Hunan Province

Since the Third Plenary Session of the 18 th Central Committee proposed to promote the modernization of national governance system and governance capacity,the 19 th National Congress formally proposed to innovate rural governance system and take the road of good governance in the countryside based on the deployment of rural revitalization strategy.The Second,Third and Fourth Plenary Sessions of the 19 th Central Committee emphasized that the modernization of agricultural and rural governance is an important element in promoting the modernization of the national governance system and governance capacity,and called for the establishment of a sound modern rural social governance system and rural governance system.Rural governance is also a key task in Document No.1 of the Central Government in 2022.In fact,rural governance is an important guarantee for the realization of rural revitalization and agricultural and rural modernization,and there are still many issues to be studied in rural governance theory and practice.It is of great importance and urgent practical significance to explore how to carry out scientific and effective rural governance and how to explore the integration of autonomy,moral governance and rule of law in the light of the actual situation of rural economic and social development in different places.This paper takes County H of Hunan Province as the research object,applies governance theory,collaborative governance theory and stakeholder theory,and uses field survey method and statistical analysis method to study the autonomy,moral rule and rule of law and their integration in rural governance in County H.The results show that(1)in terms of autonomy,there are weak capacity of autonomous subjects,poor coordination of autonomy mechanism,and unremarkable performance of autonomy;(2)in terms of rule of law,there are weak implementation capacity of rule of law subjects,weak concept of villagers’ rights,and low effectiveness of rule of law;(3)in terms of moral governance,there are weak awareness of moral governance,lack of moral governance subjects,and poor effectiveness of moral governance;(4)in terms of integration of the three governance,there are integration mechanisms that have not yet(4)the integration of the three governance,there are integration mechanisms have not yet formed,the lack of linkage between the governance subjects,decision-making mechanisms play a small role.The reasons for this are that the function of grass-roots party organizations is poor,the willingness and ability of governance subjects are not strong,the supporting system of rural rule of law is not perfect and the ability of law enforcement subjects is not strong,and the spiritual leading role of traditional culture is not significant.To further improve rural governance in H County,we need to solve the problems of self-governance,rule of law and moral governance,and build a mechanism for the integration of the three governance in four aspects:(1)strengthen the basic role of self-governance in rural governance,establish and improve the system of self-governance,strengthen the leadership and core role of grass-roots party organizations,and cultivate the initiative and participation ability of self-governance subjects;(2)strengthen the role of the rule of law,strengthen the rule of law thinking of villagers and grassroots cadres,establish and improve the supervision mechanism of public power,and improve the level of rural legal services;(3)play a leading role in moral governance,inherit and promote the excellent traditional culture of H County,establish a system for cultivating and motivating new villagers,play the binding role of village rules and regulations,and effectively promote moral evaluation activities;(4)build the institutional mechanism for the integration of the three governance,strengthen the leadership of the Party organization on the integration of the three governance,deepen the governance concept of the integration of the three governance,and improve the system and mechanism of the integration of the three governance.This will enable the three governments to better play their basic functions in governance and create a favorable development environment for the formation of the mechanism of integration of the three governments,thus promoting the modernization of the social governance system and governance capacity in rural areas of H County and helping the early realization of rural revitalization in H County.
