Research On Home-based Elderly Care Services Supply In Urban Community From Perspective Of Welfare Pluralism

The trend of population development and aging problems are practical issues and research projects that get extensive attention from all sides of society,and the realistic urgency of actively responding to the aging of population is unprecedentedly prominent.Basic endowment security and service system is still in the process of construction and perfect,family pension function is weakened,institutional pension coverage is limited,traditional pension mode is gradually difficult to adapt to the current pace of social development.Community home-based care services which is based on family,relying on the community and Supported by professional services,has become the most widely covered population and the most easily accepted way by the elderly in China.Its supply involves the family,community,work unit,market,government,non-profit organization,voluntary organization and other participants.They should share their responsibilities,give full play to the corresponding functions and coordinate the multiple relationships.To promote the quality and efficiency of the home-based care services supply in urban communities,we should form a team guided by meeting the increasingly diversified and multi-level needs of the elderly and improve the level of elderly care services with multiple support and subjects.This research will start from the perspective of welfare pluralism,using mature policies and regulations and typical demonstration cities,focus on the local community home care service development status in recent years,through the field observation and interview to explore family,community,market,government,in community home-based care service supply and demand,role positioning,responsibilities and interactive relationship,analyze its characteristics,problems and reasons,called for multiple service supply subject to pension service work.From on the basis of elderly families,based on comprehensive community,supported by social organizations,market enterprises as power,dominated by government departments in five aspects for the domestic urban community home endowment service development put forward countermeasures and Suggestions,also help to improve the quality of endowment service,rich endowment service content,meet the diverse demand of the elderly work,promote the construction of endowment service institutionalization to provide broader ideas and support.In the future,the supply of community home care service resources will no longer be the "single branch" of a single subject,but the "a hundred flowers bloom" of multiple supply subjects.It will give full play to its own advantages,foster strengths and circumvent weaknesses,complement each other and effectively connect,so as to realize the optimal allocation,benign operation and sustainable development of elderly care service resources.
