| Employment is the foundation of people’s livelihood and plays an important role in economic and social development.The effectiveness of employment promotion work is closely related to the vital interests of the people,and plays an important role in the harmonious development and stability of society.Since socialism with Chinese characteristics entered a new era,the contradiction between the people’s ever-growing needs for a better life and unbalanced and inadequate development is the main contradiction in our society at present,and employment is an important part of a better life.component.The report of the 19 th National Congress of the Communist Party of China emphasized the issue of employment,that is,"employment is the biggest livelihood of the people,and we must adhere to the employment priority strategy and active employment policy to achieve higher quality and fuller employment." From February 3 to 5,2021,General Secretary Xi Jinping emphasized during his inspection in Guizhou that "it is necessary to implement the employment priority strategy and active employment policy to focus on solving education,pension,medical care,housing and other issues".The party and the state have always paid attention to employment issues as a key issue,emphasizing that employment must be stabilized to ensure people’s livelihood.Local employment promotion regulations have important guiding significance for the development of local employment work.In order to deeply understand the implementation of local regulations and better play their positive role in local economic and social development,it is necessary to investigate and evaluate their implementation effects..Since its implementation in 2010,the Guizhou Provincial Employment Promotion Regulations have played an important role in promoting the healthy and orderly development of the employment market.However,due to the great changes in the current social and economic form,whether the "Regulations on Employment Promotion of Guizhou Province" can effectively play its due role under the current situation requires further discussion and research.Based on the new employment situation in Guizhou Province,this paper focuses on the implementation of the "Regulations on Employment Promotion in Guizhou Province",and conducts research from the following five aspects:The first part is an overview of employment promotion security.On the basis of systematically sorting out the relevant concepts of employment promotion,it conducts an in-depth analysis of the legal principles of employment promotion and security.The second part is the basic situation of the implementation of "Regulations on Employment Promotion of Guizhou Province" and the main achievements.This paper comprehensively summarizes the basic situation of the implementation of the "Regulations on Employment Promotion in Guizhou Province",and expounds its achievements from five aspects: policy system,platform construction,and guarantee mechanism.The third part,the main problems existing in the implementation of "Regulations on Employment Promotion of Guizhou Province".Conduct investigation and research from four aspects: government guidance,institutional support,funding guarantee,and effect evaluation,and summarize the relevant problems.The fourth part,the new situation facing the employment field in Guizhou Province.The increasingly prominent diversification and structural contradictions,the increasing pressure of new employment,and the increasingly acute labor disputes are the realistic factors that affect and restrict the development of employment promotion in Guizhou Province.The fifth part,the countermeasures and suggestions for improving the "Regulations on Employment Promotion of Guizhou Province".It is suggested that on the basis of giving full play to the leading role of the government,establish and improve the public employment service system,improve the financial support mechanism and the employment policy implementation effect evaluation mechanism. |
