| Weining County is the main battlefield for poverty alleviation in Guizhou Province.In 2016,Weining County began to implement the relocation project for poverty alleviation under the guidance of relevant central,provincial and municipal documents.Although the relocation of poverty alleviation and relocation has alleviated the problem of poor land and large numbers of people in Weining County,after the relocation,poor farmers were far away from their hometowns,their old houses were demolished,and the land could not continue to be cultivated.The basic source of income for farmers Life and life cannot be guaranteed,and a series of rights and interests granted to the land cannot be enjoyed.Therefore,farmers are faced with the problem of transferring employment after completing the relocation.From a practical point of view,the poor skills of the relocated farmers and the lack of human capital and social capital have caused most of the relocated farmers to find it difficult to find jobs on their own.Therefore,the government needs to provide reasonable protection for their employment issues.It can be seen that employment and relocation are closely related to poverty alleviation and relocation.To achieve the poverty alleviation goal of the relocated population,the implementation of employment security policies is inseparable.As a macro-control government,it is its responsibility to ensure the employment of relocated farmers,formulate employment security policies,implement policies tailored to local conditions,and ensure that the policies are effectively implemented.This paper adopts the literature method,questionnaire survey method and interview method,and takes the implementation of Weining County’s employment security policy as the research content.This paper investigates and analyzes the Weining County employment security policy and policy implementation overview.From the perspective of public policy theory and Smith policy implementation theory,It analyzes the problems and their causes in policy implementation from the aspects of policy itself,policy implementation subject,policy implementation object,policy implementation mechanism and policy implementation environment,and puts forward several points to promote the implementation of Weining County’s employment security policy in response to these practical problems.Countermeasures and suggestions: One is to formulate and improve the content of the policy,the second is to improve the quality of policy executors,the third is to guide the change of the role of relocated farmers,the fourth is to establish a supervision and accountability mechanism,and the fifth is to optimize the policy implementation environment for improvement measures. |
